Job Description

We encourage all qualified persons who share our values and want to contribute to fostering an inclusive and diverse workplace to apply.Reporting to the Director of Projects, Programs, and Operational Development, the Relocation Program Advisor acts as an advisor within the department. They ensure that the operational standards for interim housing are maintained and established within the CRC-Québec. The relocation advisor is deployed during response operations to lead the team in charge of supporting the beneficiaries in their relocation.In this role, you will:Responsibility 1 – General management

  • Ensure the quality of the services provided and compliance with CRC-established standards and procedures in Quebec.
  • Coach, guide and support the employees/volunteers under their direct supervision.
  • Facilitate team meetings with the personnel and attend operations coordination meetings.
  • Provide requested statistics.
  • Work together with the emergency management personnel to develop the program and documentation;
  • Establish and implement harmonized work methods with their work team.
  • Help maintain a healthy and safe work environment.
Responsibility 2 – Development of the interim housing project
  • Develop management and control tools for establishing and maintaining interim housing.
  • Develop, write, and update the documentation and work tools intended for the staff and volunteers of the Emergency Management Department responsible for operationalizing interim housing development within the Red Cross team.
  • Liaise with the legal and procurement departments.
  • Establish and ensure the smooth operation of the Temporary Relocation Program for beneficiaries in keeping with the government’s financial assistance program (MSP).
  • Oversee the development of training content for volunteer.
  • Apply the national standards and procedures pertaining to the relocation program and ensure that they are followed.
Responsibility 3 – Emergency operations
  • Be an active member on one of the disaster response teams.
  • Work with the members of the Emergency Management Team to develop and implement plans for being ready to respond in emergencies.
  • Implement and regularly update the various components of the Red Cross’s assistance program to respond appropriately to the needs of the people targeted by the recovery program.
  • Liaise with the other assistance providers to promote maximum coverage of needs.
  • Ensure that the services delivered comply with the established standards and procedures.
  • Attend operational debriefing sessions.
Responsibility 4 – Interim housing advisory resource
  • Act as an advisory resource for the staff.
  • Ensure that employees and volunteers have the information and resources for performing their duties effectively.
  • Communicate any issues and/or suggestions with the aim of improving the quality of operational processes.
  • Ensure that service agreements with suppliers are in place.
  • Maintain an up-to-date list of partners, city contacts, agencies, and others.
  • Compile and submit statistical reports according to the established schedule.
  • Prepare leases.
What we are looking for:
  • University degree in a relevant related discipline; any combination of training and experience deemed relevant may be considered.
  • Five (5) or more years of relevant, recognized experience in the field of emergency preparedness (response services, emergency management, recovery).
  • Work experience in running a committee.
  • Strong oral and written communication skills (bilingualism English/French).
  • Experience as a Red Cross volunteer in emergency management, especially as a leader/supervisor, is an asset.
  • Understanding of the CRC’s role in emergency response, relief and recovery is an asset.
  • Excellent skills in working with software tools (databases, Office suite) required.
  • Excellent knowledge of and practical experience with a client database (EMIS an asset).
Working conditions:
  • Position based in Montreal.
  • Work performed mostly in an office environment or remotely.
  • Travel within the province and across Canada may be part of the job duties.
  • Potential for responding in disaster areas and in difficult, unstable (environmentally, physically, socially, etc.), and uncomfortable conditions (noise, odor, smoke, moisture, vulnerable people).
  • Possibility of having to lift emergency equipment weighing up to 20 kg during preparation activities and a response.
  • Possibility of responding during unusual hours (i.e., late evenings or weekends) and putting in long work hours in a demanding context.
  • Possibility of being “on call” as per the established schedule.
