Accommodations are available on request for candidates taking part in all aspects of the selection processRole SummaryThis diverse and extremely pro-active role is responsible for the development and successful execution of the MCES WorkBC Employment Services Awareness and Marketing Plan; including Service Initiatives. Additionally, a key component of this position is overseeing the MCES WorkBC Employment Services Outreach Plan; including the ongoing evaluation of the effectiveness and integration of this document within the Annual Business Plan, based on identified WorkBC Employment Services Program outcomes and objectives. Working collaboratively with the MCES team, Approved Subcontractors, Employers, Industry and Community Partners, this will be accomplished by effectively and consistently engaging with local community services and organizations, and offering a direct connection to our services for both Clients and Employers; thus highlighting the benefits of WorkBC services to the greater community therein.Accountabilities:General Consultation ServicesProviding WorkBC Employment Services general consultation services to individuals, Employers, Industry and other appropriate connections within the community, by:• Effectively demonstrating the Ministry’s online Employment Services (OES) application process.• Leveraging labour market information and Employer, Industry and Community connections in support of Clients attaining and maintaining successful employment outcomes.• Collaborating with the Director of Operations to establish appropriate targets and review the ongoing effectiveness of activities.• Disseminating marketing materials for the purpose of effectively engaging the various Client Inclusion Groups, and consistently meeting required and identified service utilization targets.• Developing and implementing a Service Awareness and Marketing Plan for the purposes of contacting and engaging stakeholders in order to raise public awareness and promote the benefits of WorkBC Employment services.• Developing and maintaining meaningful relationships in the community for the purposes of facilitating referrals of individuals and Clients to WorkBC Employment services.• Overseeing the development and implementation of the Employer Outreach Plan with the appropriate/designated team member(s) in order to effectively contact and engage Employers, thus increasing Employer awareness of WorkBC Employment services and the local labour market supply.• Consistently working to support the increased knowledge of the WorkBC Employment Services team as it relates to the demand of the local labour market.• Effectively integrating the Awareness and Marketing Plan, Service Initiatives and Employer Plan with the Annual Business Plan; ensuring that the balanced needs of the local labour market are consistently and appropriately met.Community EngagementResponsible for enriching existing, and developing new meaningful connections with Employers and Industry, Provincial and Federal Government agencies, Community-based groups and Third Party Vendors, by:• Developing and delivering community-centered WorkBC Orientation sessions based on inclusive and collaborative communications between the various community stakeholders; resulting in an understanding of the unique needs of both the various inclusion groups and community as a whole.• Developing a growing and informed understanding of the needs of Community members in order to facilitate functionally accessible and stronger relationships amongst and between said members.Service InitiativesSuccessfully build on existing capacity and networks to proactively obtain local Labour Market Information in order to support job seekers through targeted service initiatives, by:• Effectively establishing meaningful and ongoing partnerships with Community organizations and Employers; working with local Ministry staff to encourage information sharing and collaborative and coordinated responses to Client and labour market needs and opportunities.• Developing and maintaining relationships with Employers, Government agencies and Community organizations in the Catchment area(s) in order to remain up to date on labour market services and conditions in the Catchment area(s).• Consistently sharing local LMI with the Ministry through the Governance Structure.• Implementing a planned and consistent approach to Community and Employer partnerships, preventing and/or avoiding duplication in contacts with organizations and Employers• Assisting local employers that are closing their business or downsizing by conducting appropriate workforce readjustment sessions for impacted staff.• Assisting new businesses in securing their workforce by offering employer forums, exclusive job fairs and other services if and as required.• Effectively disseminating job leads from employers to WorkBC Centres and ASCs, using appropriate processes and procedures• Successfully utilizing WorkBC Centre facilities for events and tours as appropriate, ensuring offices are informed and appropriately prepared.Awareness and Marketing PlanSupporting innovative activities that align with the Poverty Reduction and WorkBC mandates; executing and coordinating all such activities with the WorkBC Employment Services team, by:• Addressing the unique needs and characteristics of all individuals and Clients in the applicable catchment.• Marketing to potential Clients, managing public and stakeholder inquiries, and disseminating and sharing of information to Clients, prospective Clients and all other stakeholders as it relates to changes to WorkBC Employment services and Financial Supports.• Continually researching and sustaining a broad knowledge of job seeking and labour market information; specifically, as it relates to the subsequent development of creative strategies to support local Employers in meeting their changing labour needs.• Effectively utilizing established systems to identify the employment objectives of case managed Clients in order to develop effective strategies to engage the appropriate industries and employers that will meet Client’s needs.• Coordinating and liaising with other MCES team members regarding the types of positions needed for Clients, and the appropriate industries and Employers to target within the Community• Networking with Employer groups and Associations as appropriate; coordinating and delivering presentations about WorkBC Employment Services programsamp; services, including conducting follow-up with employers following presentations.• Contributing as needed to the creation and dissemination of relevant content for the MCES Blog and social media sites.AdministrationProviding a clear, measurable plan (and the details therein) to the Director of Operations, through:• Outlining Service areas to which awareness and marketing activities are directed.• Describing target audience(s), including Clients, specific Client Inclusion groups, other Employment Program Providers (i.e., Aboriginal Skills and Employment Strategy Agreement Holders, Community Agencies, and School Districts).• Describing proposed marketing activities and the proposed frequency and timing of each by quarter.• Describing the expected outcomes and how the activity will be of benefit to overall effective service delivery.• Ensuring Task Lists relating to various events are up to date and accessible to all participants• Preparing and distributing letters of thanks and appreciation to community partners, ASCs, Ministry staff, and MCES team members who have participated in and/or supported an event; and do so in a timely manner.• Consistently ensure completion of accurate and timely entries into the Centralized Calendar and post detailed summaries of all events.• Work with all required contributors to ensure Monthly Community Engagement Report is completed and distributed as required, in a timely and fulsome manner.Educationamp; Experience• A degree or diploma in Marketing, Event Planning, Career Development, Social Work, or Education plus five (5) or more years of management experience and three (3) or more years of experience in the employment services industry or a relevant combination of education, professional experience and industry training that includes a minimum of four (4) years of experience will be considered• Criminal record check, including vulnerable sector check is required.• Valid driver’s license is required, including own vehicle, required business insurance and a clean driving record.• Working towards or holding an associated relevant professional certification (i.e., CCDP, RRP, etc.) is preferred.• Multilingual (English plus French or another language) ability to communicate effectively with Clients, both verbally and in writing is preferred.Knowledge Skills and Abilities• Demonstrated marketing, sales, customer service and business relationship development experience.• Ability to build and maintain a strong network of partnerships with local employment and community agencies, employers, social service and referral programs, and other relevant stakeholders.• Proven understanding and practical knowledge of trends in the local labour market, and employment opportunities including, but not limited to experience in effective job search strategies, job placement techniques, resume formatting, interview preparation and writing cover letters.• Effective techniques for continued research and collection of labour market information as well as translating and disseminating of information in an effective and timely manner.• Significant knowledge and understanding of available local employment programs and community services.• Superior job development skills and demonstrated ability to develop productive and collaborative working relationships in order to effective coach and mentor Clients to gain effective job search tools and strategies.• Interest in and experience with the use of Social Media platforms.• Excellent oral and written communication skills.• Strong administrative skills and computer proficiency with specific emphasis on MS Office programs (Word, Excel, Outlook) and customized databases.When applying for this posting, please upload your Cover Letter and Resume as a combined PDF.
