Job Description

Matter Here: work at Vancouver Island University. We are accepting applications from qualified professionals for the part-time role of FOI and Privacy Officer.About the Role:Reporting to the Associate General Counsel in VIU #39;s University Secretariat, this role will oversee access to information requests (FOI Requests) and develop and implement policies and procedures to ensure VIU is compliant with information and privacy legislation (FIPPA) in BC.The position will require a good working knowledge of applicable privacy regulations and legislation, as well as effective written and verbal communication skills. The position will also need to be able to develop and assess policies and procedures, interpret legislation, and formulate recommendations. The position should also be comfortable developing and delivering resources and educational sessions to help all VIU employees comply with privacy laws. In addition to the above duties, the position will work to develop and implement privacy management plan components, prepare privacy impact assessments and coordinate VIU #39;s response and mitigation efforts in relation to privacy breaches.The Day-to-Day:

  • Manages and responds to Freedom of Information requests from intake to the response.
  • Arranges for searches of all VIU electronic and paper files and email system for records,reviews and sorts records for relevancy.
  • Reviews and severs all relevant Freedom of Information records line by line, including liaising with General Counsel to ensure records are properly redacted.
  • Liaises with all parties, including the Office of the Privacy Commissioner for any time extensions.
  • Prepares all severed Freedom of Information records to be approved by General Counsel.
  • Assists General Counsel in developing privacy management plan components, including developing and delivering privacy training and developing privacy resources (Web resources, templates) for operational use at VIU.
  • Assists operational units in preparing, and recommends approval of privacy impact assessments (PIAs) as part of VIU #39;s privacy management program.
  • Responds to privacy breaches in accordance to established privacy breach protocols by identifying the scope of the breach and takes necessary steps to contain it.
  • Coordinates and/or leads other FOI/Privacy-related activities as required.
  • Administers VIU #39;s records retention policy, ensuring paper and electronic records are filed and/or destroyed in accordance with VIU policy/Procedures.
Required Qualifications:
  • Post-secondary education with at least 3 years of relevant work experience (or an equivalent combination of education and experience).
Required Knowledge:
  • Demonstrated knowledge of applicable privacy regulations and legislation (FIPPA), including the preparation of Privacy Impact Assessments (PIAs)
  • Demonstrated knowledge of appropriate techniques to facilitate effective change management
  • Digital acumen with an understanding of adopting or using appropriate technologies
  • Proficient in Microsoft Office (Intermediate level of Outlook, Word, Excel, PowerPoint) and Adobe Acrobat
  • Experience with developing web and training materials
  • Ability to exercise diplomacy, tact, and discretion when working with confidential and/or sensitive information
  • Ability to logically analyze, categorize and systemize complex information
  • Ability to problem-solve and analyze situations to recommend solutions
  • Ability to organize work duties, set priorities and deliver results under pressure
  • Strong detail orientation and drive for accuracy
  • Ability to build and maintain effective working relationships with all stakeholders
  • Ability to use a common-sense approach and demonstrate sound judgement
