Job Description

Manager of Parks & RecreationAs the Manager of Parks & Recreation you will create an infrastructure for fun for staff, residents, and visitors toour community. Every day you will facilitate and maintain strong relationships with user groups and the generalpublic. You will manage staff and coordinate resources for our recreation facilities, such as the Sportsplex andAquatic Center and the parks and sports fields. To thrive in this role, you must have a background in recreation,delivering services to the public, have led a multifunctional team of at least 4 people, be fueled by a passion toprovide great recreational experiences, find fulfillment in seeing people enjoying the recreational opportunities inour community and knowing you have been a part of making those opportunities possible.The Town of Olds has a population of just under 10,000 people. The Parks function has recently been restructuredand has been moved from the Operations Department to the Community Services Department. The Parks andRecreation team is now responsible for the Aquatic Center, Sportsplex, Skatepark, Splashpark, Rotary AthleticPark, over 350 acres of green spaces/parks, sports fields, playgrounds, and 20 km of paved and unpaved trails.Last year our region collaborated on the Mountain View Regional Parks, Recreation and Culture Master Plan. Thisplan will act as the guiding document for the expansion of recreational activities within the region as ourcommunities work together to strengthen the region’s opportunities.We are looking for a manager with experience in:

  • Delivering direct and indirect recreational opportunities and services to the public.
  • Building strong positive relationships with user groups and staff.
  • Budget expenditure oversight.
  • Finding positive solutions to disagreements with user groups and facility users.
  • Implementing recommendations from guiding documents, such as the Mountain View Regional Parks,
Recreation and Culture Master Plan.
  • Clarifying and quantifying levels of service
  • At least one of the functional areas within this team: Aquatics, Arenas, Parks, or Sports fields.
The wage range for this position is $50.86 - $57.71 per hour. This position includes operational and capital planning,overseeing operations and supervision of staff. Customer service and stakeholder engagement are criticalaspects of this position.# KEY RESPONSIBILITIES Freq.1. Leadership and Supervision Champions the Town’s strategic direction and vision as it relates to both the overallorganization and the department.
  • Leads the implementation of service-level plans and provides support to staff to achieve
results.
  • Directs projects and services of the Parks and Recreation function.
  • Works with Facilities Maintenance and supervisors to oversee the year-round operation
of Town facilities with a solid operational and maintenance program.
  • Ensures municipal and department impacts are considered in the delivery of projects
and services.
  • Establishes effective working relationships with community stakeholders, including
volunteer organizations, local schools, user groups, and others to create and maintainpartnerships that improve user experience at Town recreation facilities.
  • Stays current with relevant research, associations, trends, initiatives that will help Olds
maintain a ‘best practices’ approach to recreation service delivery.
  • Staff retention through recruiting, selecting, orienting, training, recognition, and
succession planning.
  • Support staff by communicating job expectations, planning, monitoring, and appraising
job results; coaching, counseling, and disciplining employees, developing, coordinating,and enforcing policies and procedures.
  • Takes lead in reviewing projects and workloads and makes recommendations on
prioritizing projects aligning the Strategic Plan and departmental service plan, includingcosting, personnel required and resource allocation and ways to improve productivity
  • Advocates organizational culture that values, accountability, integrity, respect, and trust.
  • Establishes work plans with supervisors to meet the budget objectives or service levels
approved by Council.Decisions: Allocates appropriate resources for staff training, and priorities
  • Determines priorities, in conjunction with staff, delegates work to team members, and
supports collaboration between departments.Recommendations:
  • Recommend improvements to Parks and Recreation planning and initiatives to the
Director. Provides budget recommendations for program initiatives, including staffing levels,service levels, and training.35%2. Communications, Public Relations, and Marketing: Works with Communication to develop and oversees the marketing, promotion andscheduling initiatives for Parks and Recreation.20%
  • Direct contact for all primary user groups requiring or requesting a user group contract.
  • Contact for user groups and public for unresolved disputes (i.e., ice/field allotments,
charges, complains, etc.).
  • Oversees booking requests for the public, schools, and other user groups.
  • Oversees the implementation of facility scheduling enhancements to meet customer
demands, improve operating efficiency, and monitor cost recovery.Decisions:
  • Approves marketing and promotional strategies and materials.
  • Provides answers to public inquiries regarding Parks and Recreation.
  • Approves news releases relevant to the Parks and Facilities Section.
Recommendations:
  • Recommends budgets for advertising and promotions.
  • Recommends and marketing and promotional plans to the director.
3. Budget: Develops, prepares, and manages the operating and capital budgets with oversight fromthe director.
  • Ensures expenditures follow sound financial management practices and adheres to the
approved budget and relevant Town policies.
  • Assist in the development of Request for Proposals (RFP’s) and Request for Quotations
(RFQ’s) for the annual capital program.Decisions: Oversees finances allocated to operate Parks and Recreation. Pursues new revenue generation initiatives.Recommendations: Provides recommendations to the director regarding the Parks and Recreation annualbudget.
  • Recommends budget variance solutions, budget modifications, and emergency
expenditures.20%4. Contract Management: Initiates, administers, and manages agreements and contracts with community groupsand service clubs for the use and enhancement of parks, facilities, and amenities.Decisions:
  • Hires contractors and determines scopes of work in accordance with Town of Olds
practices.Recommendations: Recommends changes to standard terms of agreements and contracts.
  • Recommends length of agreement term where not dictated by policy.
Provides recommendations on contract awarding.20%5. Risk Management & Safety: It is the responsibility of the Town of Olds employees to take care to ensure their own safetyand the safety of others, to know and follow all safety and health instructions, rules,regulations, and safe work procedures and to report any unsafe or substandard condition oract as soon as possible to the employer.
  • Implements risk management and public safety procedures, rules and regulations for
recreation and parks facilities and amenities.
  • Develops and maintains operational guidelines policies and procedures, for parks and
recreation facilities and amenities.
  • Ensures risk management and safety programs are in place for employees working in
the section and for members of the public using parks, facilities, and amenities, that areconsistent with Town standards and policy as well as provincial and federal legislation.5%
  • Manages the development of risk management and safety standards which are
consistent with Town standards and policy, including provincial and federal legislation,for employees working in the department, contractors and for members of the public.QUALIFICATION, KNOWLEDGE, SKILL & ABILITY REQUIREMENTS:Education:
  • Related post-secondary education such as Recreation Facility Management, Horticulture, Recreation
Administration, Business Administration, or equivalent combination of education and experience.
  • Valid class 5 Alberta Driver’s License.
  • Valid standard First/Aid CPR and WHMIS certificates
  • Any AARFP courses related to Arena, Pool or Parks & Sports Fields would be an asset.
  • AARFP Recreation Facility Management Certificate or Recreation Facility Master Operator Certificate
would be an asset.
  • AARFP Safety Recreation Facility Operator Certificate would be an asset.
Experience: Minimum of five years of progressively more responsible professional municipal experience, preferably inparks and facility operations and management.
  • Strong background in leadership, supervision, and performance management skills.
  • Contract management and related business acumen / contract risk management
Competencies: Thorough knowledge and understanding of the philosophy and objectives of municipal parks andrecreation service provision
  • Nurture a strong organizational culture in Parks and Recreation while promoting accountability and public
service.
  • Ability to develop and maintain sound operation systems and policies and procedures.
  • Ability to establish cordial relations with subordinates, municipal colleagues, contractors, school boards,
community organizations, business community, service clubs, institutions, and the general public.
  • Knowledge of Provincial legislation and municipal by-laws governing operation of public leisure and parks
