Join us at Paramount Commerce, where we not only follow fintech trends but shape them.We are seeking a Director, Controls Testingamp; Deputy CAMLO to join our Compliance team. The Director, Controls Testingamp; Deputy CAMLO is a key contributor to the further advancement of the adequacy and maturity of the Organization’s compliance and risk management framework, including AML/ATF and (Economic) sanctions compliance (collectively “financial crimes compliance”), and obligations under the Retail Payment Activities Act (“RPAA”). The role will support the VP, Complianceamp; CAMLO in keeping the Organisation safe and sound by effectively mitigating risks relevant for a registered Money Services Business and Payment Service Provider. A key focus of the Director, Controls Testingamp; Deputy CAMLO is to design, implement, and operationalize, under the leadership of the VP, Complianceamp; CAMLO, a comprehensive controls testing methodology and framework suitable to ongoingly evaluate the adequacy and effectiveness of controls owned and executed by the Business (1LOD). The role also contributes to broader compliance initiatives, regulatory engagement, and the continuous enhancement of the Organization’s risk management practices.What will you doControls Testing

  • Works with the VP, Complianceamp; CAMLO to design, implement and operationalize a comprehensive controls testing methodology and framework geared to ongoingly test the status quo and effectiveness of financial crimes compliance and risk management related controls, including RPAA requirements, and mitigation measures owned by 1LOD;
  • Conceptualizes, implements and operationalizes a suitable management information and reporting systems geared to keep the Boards of Directors, the Executive Team and relevant 1LOD/2LOD stakeholders informed about the state of control application, control effectiveness, control weaknesses incl. root cause analysis;
  • Composes and executes against the annual testing plan to ensure holistic risk-based planning and execution of testing engagements;
  • Drafts and provides adequate and effective remediation solutions and action items to 1LOD stakeholders regarding identified control weaknesses and collaborates with 1LOD to enhance control design and execution; and
  • Assesses whether agreed upon remediation solutions and action items are on track and adequate to address identified control weaknesses.
Compliance Program Oversight
  • Assists the VP, Complianceamp; CAMLO with the design, implementation and ongoing maintenance of compliance Policies, Standards, and Procedures related to financial crime, RPAA and other relevant frameworks across the Organization; and
  • Executes additional tasks, as outlined in internal Policies, Standards and Procedures for which 2LOD.
Risk Management Responsibilities
  • Assists with conducting risk assessments for AML/ATF, (Economic) sanctions, and payment systems to identify and mitigate inherent and residual risks for 2LOD; and
  • Supports the VP, Complianceamp; CAMLO with staying abreast of emerging risks related to regulatory changes, payment systems, and financial crime trends.
AML/ATF Compliance
  • Supports the VP, Complianceamp; CAMLO with further refining the written AML/ATF and (Economic) compliance program by leading the conceptualization and documentation of adequate procedures;
  • Acts as Subject Matter Expert and Provide mentoring, and training to compliance team members, fostering a culture of accountability and continuous improvement;
  • Assists in preparing for and responding to regulatory examinations, audits, and inquiries.
  • Supports effective oversight regarding the implementation of new or changing AML/ATF requirements initiated within the Organization, or as required by legislation or regulators by liaising and coordinating efforts with internal stakeholders;
  • Contributes to developing and maintaining adequate AML/ATF and (Economic) sanctions training curricula and the facilitation or training sessions to various teams and stakeholders within the Organization; and
  • Performs other duties and assists with initiatives assigned by the VP, Complianceamp; CAMLO.
What we are looking for:
  • Strong expertise of AML/ATF and (Economic) sanctions legislation/regulations, e.g. PCMLTA/PCMLTFR;
  • Minimum of 8 years of experience with the development, operationalization and maintenance of a Quality Assurance/Testing or Internal Audit framework in relation to control environments either in 1LOD,2LOD or 3LOD in the financial services industry, e.g. banks, credit unions, securities dealers or insurance companies;
  • Bachelor’s degree in Law, Business Administration, Finance, or a related field;
  • CAMS, CIA or equivalent certification is an asset;
  • Excellent analytical skills, attention to detail, and the ability to communicate complex compliance concepts effectively; and
  • Strong leadership skills.Experience managing and developing high-performing teams is an asset and may become relevant as the role evolves.
