  • Supervise staff engaged in the design and development of training programs.
  • Plan, schedule, organize and assign work to ensure that quality and accuracy of work are maintained and on schedule.
  • Provide advice, guidance and direction to staff in the resolution of work related problems, as well provide clear expectations and performance measures.
  • Provide leadership through demonstration and response to staff requirements to achieve targets and quality objectives.
  • Make effective recommendations on human resource issues, including career counselling, hiring, discharge, discipline and resolving work performance problems.
  • Operate and administer a work program to develop, maintain and deliver training programs on some aspects of the tasks performed by technical and trades staff, trades management supervisors and M&P staff, relating to the transmission, distribution and retailing of electricity.
  • Develop new information resources by applying training theory, technical resources, directives, standards, policies and regulations.
  • Prepare written documents and reports, analyze performance problems and training requirements and make recommendations for new or revised programs, methods, training manuals and reference materials involving working with project teams, clients, technical specialists, suppliers and internal and external consultants.
  • Ensure efficient operation of training programs by scheduling, budgeting, preparing special reports and projects, purchasing, ensuring cost and control effectiveness.
  • Provide decisions with respect to improving staff performance, ie, examine capabilities, identify performance problems and causes, and determine the best solution (eg, training and/or job aids, if problem is a skill deficiency) through consultations with clients and the application of various analysis techniques.
  • Provide decisions regarding "who" should be trained to perform "what" tasks (ie, self-development formal instruction; audio-visual package); "where" the learning should take place (ie, at learners work location or at a central facility); "when" the learning should take place (ie, at which level of an apprenticeship, and for what duration).
  • Liaise with clients, to ensure that training objectives are relevant to the on-the-job requirements of staff.
  • Collaborate with clients in conducting task analyses to convince and adopt appropriate training methods and programs as it pertains to performance of the job to ensure compatibility and integration.
  • Formulate performance objective and criterion tests for all training modules.
  • Determine how tests will be made and how field assignments will be monitored.
  • Monitor training results through various evaluation activities and assess degree of achievement of overall training objectives.
  • Develop and maintain training valuation vehicles to measure (i) trainee reaction (ii) acquired knowledge (iii) acquired skills (iv) on-the-job results.
  • Develop self-supporting lesson plans and format with special attention to trainee interactive and self-pacing techniques.
  • Prepare and issue confidential reports on students performance and capabilities. E
  • valuate students performance according to established criteria.
  • Evaluate courses for effectiveness and efficiency.
  • Report results of investigations and assessments and make recommendations to appropriate line management authorities.
  • Make presentations on all aspects of training to Line Management and functional group at conferences, workshops and seminars.
  • Perform other duties as required
Selection Criteria:Education:
  • Requires a knowledge of electricity, mechanics, physics and power systems to associated with the transmission and distribution and retailing of power.
  • Requires a knowledge of training technology to design and develop training programs.
  • Requires a good knowledge of English both written and oral communications to write training material and reports and to interact with students, instructors, consultants and clients.This knowledge is considered to be normally acquired through the completion of Grade XII plus 3 years further concentrated study.
Experience:
  • Requires field experience in appropriate technical areas to develop expertise in the practical aspects of the various occupations, related equipment, materials, methods, procedures and safety practices.
  • Requires experience in determining training needs, developing appropriate training solution designs and techniques, implementing appropriate training responses, assessing trainee performance and capabilities and evaluating program cost effectiveness.
  • Requires a familiarity with divisional policies and practices and applicable federal and provincial regulations.
  • Requires experience in a supervisory capacity. A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
Difficulty:
  • Difficulties occur in administering training programs and explaining complex concepts to students which several different approaches may be required.
  • Judgement is called for in assessing student performance and in considering several alternative solutions before deciding what corrective action is needed.
  • Difficulties occur in writing complex technical information in a form that can be read and understood by students.
  • Requires judgement in determining whether current programs satisfy existing and future requirements and developing or revising material accordingly.
Independence:
  • Requires proceeding with development of training programs in accordance with approved training work program for the year and overall objectives and general approach indicated by Supervisor.
  • Requires referring to Supervisor for general review of design concepts and any major cost considerations.
  • Weekly supervisory meetings and quarterly progress reports provide an indication of the work being accomplished.
  • Feedback from the field also provides an indication of the effectiveness of the training program.
Supervision:
  • Requires planning, organizing and assigning work to staff, providing advice, instruction, assistance and guidance on work problems and programs.
  • Requires training and developing staff, assessing performance, recommending progression, promotion or staff changes and dealing with daily personnel issues.
