Job Description

The Community Services & Business Manager provides holistic leadership to a broad range of ever-changing, multi-function, community-based programs and manages Ministry Unit Business operations in accordance with The Salvation Army mission, values, and standards.HOURS:

  • Full Time - 40 hours/week
KEY RESPONSIBILITIES:
  • Serves actively as a key member of the senior management team for the Corps, and oversees the Ministry Unit supervisors’ team
  • Engages with COs in ongoing strategic planning to ensure programming reflects client needs as these may evolve in our changing socioeconomic climate
  • Participates with COs and DHQ/THQ consultants in the strategic planning for the ministry unit securing necessary approvals from the Divisional Finance Board/Executive Board
  • Works with the COs and management team in the preparation of an operating budget for the Ministry Unit and monitors/manages financial performance accordingly
  • In coordination with COs and DHQ Finance Board directs and oversees the annual budgeting process for the ministry unit
  • Facilitates implementation of Territorial standards and best practices reflecting the economic, service, and business environment in compliance with The Salvation Army
  • Ensures all property is inspected and maintained in compliance with applicable legislation; works with the DSBA to prepare all property proposals for presentation to the appropriate boards
  • Oversees or directly manages effective employee/labor relations practices in consultation with the HR Coordinator, COs and the Divisional Director of Employee Relations
  • Acts as a member of the hiring team, orientates, trains, evaluates, recognizes, and disciplines in accordance with Territorial standards
  • Maintains and promotes positive working relationships/partnerships and communications with funders and community stakeholders
  • Works with DHQ to re-negotiate contracts with government funder/s; works with DHQ/THQ to identify and pursue opportunities to enhance program delivery by seeking new funding sources
  • In coordination with the Administrative Coordinator and management team, analyses statistical and financial reports for the purpose of strategic planning
  • Ensures a spiritual dynamic to all Community Services programming
  • Establishes and maintains a Community Council, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings
  • Responsible for ensuring that an emergency preparedness plan is developed and implemented
  • Assumes responsibility for other related duties as directed by the COs
NOTE: Not all incumbents perform all of the duties described above but perform a similar range of dutiesQUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education/Certifications:
  • The successful job applicant will have completion of a university degree.
Experience:
  • Five years but less than seven years of prior related experience, including, experience in a wide range of social service programs, managing people/resources and communicating orally and in writing to government officials and/or funders.
Required Skills/Knowledge:
  • The performance of the job requires frequent attention to computer work, attentive listening (for supervision, counseling, conflict resolution, etc.), moderate concentration when dealing with figures and policy/strategic plan development, and occasional proposal preparation
  • The ability to multitask and effective time management are required
  • Ability to lift and/or move to 40 pounds
  • Punctuality, reliability, trustworthiness
PREFERRED SKILLS/CAPABILITIES:
  • The incumbent is responsible for managing employees in more than one department or function, usually through other supervisors.
  • The incumbent directly supervises between 2-10 or more (10+) full–time employees, and/or volunteers and indirectly supervises an unlimited number of full-time equivalent employees.
  • In consultation with COs and the management teams the incumbent prepares annual budgets or revenue projections for the departments; monitors departmental expenditures, and may liaise with auditors or funding officials.
  • He/She has input into new policies and procedures pertaining to the management of financial resources.
