Develop and provide programs to improve the quality of life of those who seek our help.Recognize that the whole person (body, soul and spirit) needs care.Bring comfort through the provision of quality care.Oceanside Assistant ManagerReports to: Oceanside Program ManagerPosition PurposeAs a member of Oceanside Regional Management Team, assist the Oceanside Program Manager and others on the management team to lead and inspire program employees, ensure program mandates are achieved, ensure the good reputation of the programs in the community, and ensure the highest quality support and care is provided to program participants.Essential Functions and Basic DutiesGeneral Management DutiesWorks with Oceanside Program Manager to ensure management coverage at Hirst House and Orca Place at all times including:Sharing on-call responsibilities with the Manager.Acting as manager, adjusting his/her work schedule as needed, when the Manager is on leave or vacation;Respects and supports a clear chain-of-commend to staff of all Oceanside programs as part of the Oceanside Management team;Provides supervision in emergencies and crisis situations and provides debriefing and support for employees;Assists the Manager to create a safe, secure, and healthy workplace environment;Assists with the implementation of existing and new policies;Collaborates with the Manager to ensure all program goals and contract requirements are met and makes recommendations for improvement to practices and routines;Develops and maintains positive relations with Island Health workers and other professionals who visit the program;Carries out special projects and tasks assigned by the Manager.Administration and DocumentationAssists with monitoring expenses and meeting program budgets;Assist the Manager with administrative duties to maintain all office routines, client files, and information gathering;Ensures required reports are submitted regularly as directed by the Manager;Creates incident reports as necessary and ensures incident reports created by other employees are accurate;MeetingsMeets regularly with the Manager to discuss the management of the programs;In the absence of the Manager, leads planned staff meetings;In the absence of the Manager, attends regular ICCS Management meetings to report on issues of concern, to network with colleagues, and to discuss issues of concern with the management team;OtherIn the absence of the Manager or when required, meets with Island Health workers, as needed, to ensure smooth cooperation in the delivery of health services in the program.Assists the society with fundraising, public relations campaigns, workshops and special events;Shops when necessary, with compensation for use of a personal vehicle via the society’s kilometrage form.Other duties as assigned by management.Client ServicesUnder direction of the program Manager:Prior to or upon move-in, ensures clients understand and sign the Program Agreement, list of services, and Orientation Package and supervises Support Workers and others to carry out this duty in his/her absence;Ensures the core services are provided (including a safe sleeping space, toilet, shower, and laundry facilities; continental breakfast and dinner; a security fob; access to rules and routines; wellness checks; housekeeping, individual service plan; assessments when helpful; referrals and information; outreach support; and mentoring and training).Identifies client needs, patterns, and challenges through observation, interaction, and examination of data;Ensures client’s rights and responsibilities are understood and maintained;Teaches and enforces program rules and consequences for breaches of rules;Models empathetic communication techniques and trains Support Workers to use similar methods with clients.In the absence of the program Manager, the Assistant Manager will also be responsible for the following duties:SupervisionUnderstands and follows approved protocols, practices, and routines for supervision;Works with a high degree of independence to effectively supervise and manage all employees, volunteers, and clients;Oversees all services including those provided under the supervision of the Food Services Coordinator;Oversees consultants and visiting professionals to ensure they understand the requirements of site visitors;Acts according to the requirements of a prime contractor on the worksite, supervising and authorizing all trades;Responds to potential or occurring emergencies and supervises evacuation of the property during a fire or disaster;Reads and contributes to log book, initials previous communications, and ensures that all employees comply with standard log protocol;Carries out additional supervisory duties as outlined by the Manager.Public RelationsIn the absence of the Manager, is the main liaison with local representatives from Island Health, partner organizations, and law enforcement and fosters good relations with workers from these groups;Responds to or forwards all inquiries from neighbours.Building, Kitchen, and GroundsUses the established system for requesting, communicating, and coordinating the activities of the custodian and building maintenance worker so that building systems, equipment, facilities, and surfaces are maintained;Communicates with Food Services Coordinator(s) to monitor and provide input to the operation of the kitchen(s) as needed;Reviews and prioritizes all repair and maintenance work as performed by the building maintenance worker, and ensures they are completed;Staff SupportCarries out training, motivating, evaluation, coaching, and discipline procedures in collaboration with the Human Resources Manager, according to the Collective Agreement and Policies;Schedules workers to ensure uninterrupted operation of the program;Uses ADP to approve requests, process schedule exceptions, and perform other required scheduling tasks;Helps ensure all employees understand and follow policies, protocols, and procedures;Works with the Human Resources Manager to maintain an adequate regular and casual pool;Assists with volunteer coordination, supervision, and training;Evaluates daily workload of all staff and assigns additional or different duties where required;QualificationsThis position requires a high degree of leadership and confidentiality and is a non-union position. The primary qualification is the ability to lead Managers and their teams, and a commitment to the values and mission of the society.EducationA diploma, or degree in management, public administration, social services,[1] or an equivalent combination of experience and education;First aid: “Emergency First Aid” or higherNaloxone training;Managing Hostile Interactions,[2] Non-violent Crisis Intervention, or similar training.Courses in conflict resolution, leadership, supervision, management, and psychology, are highly desirable;One or more courses in mental health, substance use, and Suicide Prevention and Intervention an asset;Motivational Interviewing;Additional training as required by funding contracts.ExperienceTwo (2) or more years’ experience leading teams, projects, or work groups an asset.Experience with computer systems, office programs, and scheduling programs.Competencies“A competency is a skill, area of knowledge, ability or behavioural characteristic that is associated with high performance.
