Consideration will be given to Indigenous people, visible minorities and persons with disabilities.The Legislative Assembly of Manitoba seeks a Deputy Clerk who will play a significant leadership role in our organization as both a key procedural advisor and a senior manager. The incumbent is a non-partisan employee of the Legislative Assembly, not a government employee.Position SummaryThe Deputy Clerk reports directly to the Clerk of the Legislative Assembly, and assumes the responsibilities and duties of the Clerk in their absence. The incumbent provides accurate non-partisan information and advice on parliamentary rules, practices, precedents and law to the Clerk, the Speaker and all Members of the Legislative Assembly. The Deputy Clerk manages the operations of the following Assembly Branches:

  • Committees
  • Digital Mediaamp; Broadcasting
  • Information Technology
  • Journals
  • Research
The Deputy Clerk serves:
  • As the Assembly liaison with government Communication Services regarding broadcasting.
  • As the Assembly liaison with government Translation Services for House and Committee sittings.
  • As delegation secretary for Manitoba MLAs attending the Midwestern Legislative Conference.

Qualifications:Your Essential Qualifications
  • A post-secondary degree in Political Science, Law, History, or another relevant field, or an appropriate combination of education, skills and experience.
  • Advanced knowledge of parliamentary rules, practices and procedures, including practical experience with the provision of expert advice on parliamentary procedure.
  • Experience with the management or supervision of staff, demonstrating an in-depth understanding of modern workplace dynamics, including leadership and teambuilding skills.
  • Strong organizational, logistical, planning, and time management skills, as well as a meticulous attention to detail.
  • The ability to focus on many different and changing priorities in a high-pressure environment, attending to emerging issues, and the ability to quickly identify and resolve complex problems and situations.
  • Strong research and analytical skills.
  • Excellent written and oral communication skills.
  • The ability to work as part of a team as well as independently while managing a heavy workload.
  • Excellent interpersonal skills, including the ability to work well with others, deal with stressful situations in a patient, calm manner, and demonstrate tact, diplomacy, compassion and understanding.
  • The ability to deal with highly confidential and sensitive information with care and impartiality.
Your Preferred Qualifications
  • French language skills.
  • Experience providing high-level orientation and training sessions.
  • Familiarity with information technology, website design, social media and video broadcasting.
Duties:What You #39;ll DoServing as a leader and an integral member of a team of six Legislative Clerks, the Deputy Clerk provides essential procedural, administrative and logistical support to the Assembly. The Deputy Clerk #39;s extensive portfolio of responsibilities includes:
  • Serving as a Clerk-at-the-Table in the Legislative Chamber during sittings of the Assembly, providing direct support to the Speaker and Deputy Speakers.
  • Preparing, reviewing or finalizing all documents required to facilitate House business on a daily basis.
  • Providing advice to Members of the Assembly and their staff regarding parliamentary procedures and practices.
  • Conducting and collaborating on a wide range of procedural research tasks.
  • Supervising and managing the work of Assembly staff in five Branches.
  • Demonstrating the utmost sensitivity, tact, integrity and good judgment at all times in all settings.
