Northern Municipal Finance Advisor - CON002669Employment Type : SGEU Term 9 months or moreLocation(s) : SK-Far North East-La Ronge SK-North Central-Prince AlbertMinistry : 030 Government RelationsSalary Range : $41.362-$51.825 HourlySalary Supplement : included in hourly salary range (in-scope)Grade : SGEU.11.The Ministry of Government Relations, Northern Municipal Services, is seeking a highly-motivated, strategic and collaborative leader for the role of Northern Municipal Finance Advisor for communities within the Northern Saskatchewan Administration District. The Northern Municipal Finance Advisor will:Assist with researching and developing strategies that support and enhance collaboration with the municipal sector, ministry and provincial partners, stakeholders. Provide municipal finance advisory services to incorporated northern municipalities including the provision of technical support and training to municipal appointed and elected officials. Support senior management in the development of strategic programs, services, and processes to facilitate building the capacity of local governments. Support the delivery of the ministry’s municipal government responsibilities required under The Northern Municipalities Act, 2010 for the administration of the district, an incorporated municipality. Provide municipal finance advisory services that support municipal operations in the following areas:General accounting work including: monitoring revenues and expenditures, account reconciliation, financial planning, debt management strategies and annual budget development. Payroll functions including T4’s, CRA remittances and WCB reporting. Municipal tax processes and requirements. Financial policy and procedure development. Accounts receivable billing, accounts payable processes and receipting. Waterworks reporting. Grant writing and reporting. Municipal Revenue Sharing Grant eligibility requirements. This position is headquartered in La Ronge, however a remote work arrangement may be explored. This position requires travel 25% of the time within the Northern Saskatchewan Administration District. All applicants are encouraged to apply. The knowledge and skills for this position would be obtained by having achieved the following:3 to 5 years’ experience in a municipal office. Degree in a finance related field, such as Finance or Accounting; or Certificate or Advanced Certificate in Local Government Authority Program. A certification from a financial program (CFP, CPA, CMA, CFA) is considered an asset.An acceptable combination of education, training and/or experience may be considered.
