Job Description

TITLE: BUYERDEPARTMENT: Facility ServicesREPORTS: Purchasing ManagerPOSITION SUMMARYThe Buyer is responsible for managing all the aspects of the procurement process for acquiring goods and services in accordance with District Policies and Administrative ProceduresSPECIFIC DUTIES AND RESPONSIBILITIESPrepares bid documents by determining specifications, scope of work, identifying vendors, setting closing dates, distributing tenders and receiving bidsSummarizes and analyzes tender bids and quotations, evaluates equipment, supplies and services offered in terms of quality, service, and price and recommends award to response/supplier based on best valueExpedites orders and negotiates with vendors when items are unsatisfactoryProcesses requisitions by identifying alternate products/services, determining best vendor/contractor, obtaining best prices, choosing most practical shipping method, assigning applicable taxes and authorizing orders for processingReceives/distributes and inputs data from a variety of source documents (purchase orders, correspondence, spreadsheets, reports and public bid documents) utilizing various software programsFormats, revises and processes complex documentsAssists with maintaining a supplier and commodity databaseIs cognizant of and acts according to the various policies and procedures of the organization and other provincial authoritiesIncorporates purchasing best practices in all dutiesOther related duties as assignedKNOWLEDGE SKILLS AND ABILITIESKnowledgeable and experienced in public sector procurement processes’Ability to effectively and efficiently plan, organize and manage workloads and projects, set priorities and meet deadlinesAbility to establish and maintain respectful and cooperative working relationships and to communicate effectively with staff, co-workers, vendors and partner groups at all levelsAbility to handle sensitive situations with tact and diplomacyTeam and service oriented player with honesty and integrity along with an aptitude for work in a collaborative environmentExperience and demonstrated ability with integrated systems and procurement software and proficient in MS Excel and WordREQUIREMENTS/QUALIFICATIONSGrade 12Completion or enrollment in accredited post-secondary purchasing courses5 years recent experienceValid BC Drivers LicensePhysical ability to perform the required dutiesSuccessful completion of a Criminal Record CheckCOMPENSATIONBenefits including Extended Health, Dental, Group Life Insurance, Group Accidental Death & Dismemberment Insurance, and Long-Term DisabilityMinimum of 4 weeks paid vacation per yearRelocation Allowance may be offered to the successful applicant if relocation to Prince GeorgePlease apply through makeafuture.ca and include your resume, cover letter and supporting documents including post-secondary transcripts and diplomas/certificates.
