Job Description

We focus on people as individuals and provide them with a range of services to support them in their golden years.The Meadows is an Independent Living BC (ILBC) project, and partnership between Smithers Community Services Association, BC Housing, and Northern Health. We offer 14 single bedroom self-contained and wheel chair accessible apartments for seniors and people with disabilities.Meadows staff are on site 8 hours a day to offer a wide range supports including social and recreational activities, and housekeeping and hospitality services. Northern health provides home support and personal care services.POSITION SUMMARY:The Assisted Living Housing Manager oversees the day-to-day operations of The Meadows, to ensure the effective and efficient provision of safe, accessible, and affordable rental housing for seniors and people with disabilities who require some assistance to remain living independently. (28 - 35 hours per week)The Manager oversees the staff, the tenants and the building, and:

  • Hires, recruits and trains a team of colleagues to provide a range of tenant focused services that support and care for people living at The Meadows
  • Works closely and proactively with tenants to address environmental, property and tenancy issues to ensure tenants are able to maintain their tenancies
  • Liaises with the property manager to ensure the property is well managed and the environment is well maintained
  • Develops local knowledge of the community and neighbourhood in which The Meadows operates
  • Establishes relationships and partnerships with external organisations to meet the needs of tenants and the community
REPORTING RELATIONSHIPS: Reports To: Executive Director Direct Reports: Housekeeper / Meal Server (4), Cook (2)PRIMARY RESPONSIBILITIES:Staff:
  • Recruits, trains, supports and oversees direct report staff
  • Works closely with and provides assistance to staff team in all aspects of their job, taking appropriate action as required, including covering shifts when necessary
  • Liaises with staff team to provide assistance and advice as they work to support tenants
  • Prepares staffing schedule that is fair and equitable
  • Conducts employee evaluations, performance reviews, and employee development plans
  • Mentors staff to create close and regular contact with tenants to connect them to other relevant agencies
Tenants:
  • Provides a welcoming, safe and secure service environment that promotes tenant wellbeing and engagement
  • Models solid personal boundaries and limit setting with tenants and staff
  • Attends joint professionals’ meetings to discuss individual tenant’s cases and ensures tenants are included and effectively consulted over decisions that affect them
  • Develops effective (formal and informal) relationships with other external agencies
  • Arranges, attends and plays a lead role (including Chairing when necessary) at tenant meetings, social events, etc.
  • Ensures applications are reviewed in a timely manner and new tenants are moved in according to SCSA policy
  • Liaises with new tenants, conducts interviews, coordinates viewings and explains terms of Tenant Agreement.
  • Encourages tenant adherence to policy and takes appropriate action, when necessary, when tenants fail to comply with their tenant agreement
  • Responds promptly and sensitively to all reports of nuisance, harassment, violence and anti-social behavior in accordance with SCSA’s procedures
Property:
  • Manages empty units to minimize vacancies, ensures that units are rented with minimal turnaround time
  • Coordinates and participates in regular inspections including health & safety inspections, ensures compliance with all health and safety requirements
  • Liaises closely with the property manager regarding gardening, snow removal, and other maintenance needs
  • Conducts vacancy inspections to ensure vacancy meets high standards with regards to cleanliness and maintenance. Ensures all work meets required standards.
  • Deals with replacements and / or repairs of individual or communal furniture and appliances in conjunction with property manager
  • Takes appropriate action when tenants compromise the property by parking illegally, littering, or storing personal property the grounds, etc.
Other:
  • Responds to emergency calls from staff, tenants and service providers. Summons appropriate assistance as necessary
  • Reports all incidents and accidents in accordance with SCSA procedure
  • Investigates and responds to all complaints, expressions of dissatisfaction and informal comments about service delivery. Ensures complaints are responded to within set timeframe.
  • Completes all required reporting and documentation, ensures staff maintain appropriate records, case file notes, and reports, including all actions relating to tenants and property
  • Ensures staff maintain / monitor fire log book and ensures that fire procedures are adhered to, and all reasonable precautions are taken to prevent the outbreak of accidental fire – report all issues with fire safety equipment to property manager
  • Ensures IT systems are current
  • Understands, implements, and enforces all Health and Safety, and Universal Precautions
  • Demonstrates an ability to work well independently in high demand capacity and the ability to balance competing priorities
  • Adheres to the program budget in conjunction with the SCSA accountant
  • Develops The Meadows promotional materials
  • Attends Manager’s meeting and participates as an active member of the SCSA management team.
  • Performs other related duties as required
QUALIFICATIONS:Knowledge and Experience
  • A minimum of five years of experience in a similar position, managing teams and working with vulnerable populations
  • Post secondary education or training in a related field, such as social work, is an asset
  • Training and experience supporting seniors and people with disabilities an asset
  • A valid certification in Occupational First Aid and training in Non-Violent Crisis Intervention is required. Training will be provided at the organization’s expense
  • Understanding and experience navigating the complexities of ILBC, and the assisted living registry
  • Experience in program development and evaluation
  • Understanding, knowledge and sensitivity to indigenous culture is an asset

  • Must have a valid Class 5 BC Driver’s license
Working Conditions
  • This is a full-time permanent position. Hours of work can be flexibly scheduled throughout the week
  • On call for emergencies only 24 hours a day, seven days a week, and share on call with assistant supervisor
  • Work requires moderate level of physical effort and/or dexterity, e.g. using or moving medium weight (5 – 10 kg.) equipment or materials, reaching overhead, bending / stooping, lifting, etc.
