Job Description

Job Summary:In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.Reporting to the Regional Director, the Health Services Manager provides clinical leadership and management expertise to effectively support the delivery of primary care services to the patients (inmates) and families (where appropriate) of Corrections Health Services. The Health Services Manager is responsible for the effective and efficient management of inter-professional primary care delivery to patients and families, and in collaboration with the Medical Leads, is jointly responsible for providing clinical leadership and direction for the operations management, utilization and risk management, and quality improvement of patient care services. The Health Services Manager promotes the philosophy and goals of the organization and the services by applying and evaluating standards, policies, practices, and procedures including the provision of Health Services involving the safety and well-being of a the patient population by creating and promoting an environment of evidence based practice that encourages research, and supports opportunities for teaching and education of students and staff.Duties/Accountabilities:

  • Directs the strategic planning process and coordinates the process of operational planning across the assigned health care centre in collaboration with the Regional Director. Integrates specific goals and objectives into the activities of the Health Services ensuring linkages with individual performance plans, and quality management initiatives.
  • Oversees and coordinates on-going team planning, development, evaluation and quality improvement activities that facilitate team goal setting, problem solving, conflict resolution and collaboration by arranging and facilitating meetings and in-services; reviewing team policies and procedures, revising documents, and developing new policies and procedures; selecting and utilizing outcome measures, implementing new approaches to care, and evaluating effect of changes in patient centered primary care practice; composing semi-annual and annual reports; and consults with team and collaborates with other Health Services Managers and the Regional Director regarding efficiency of processes and procedures and changes in policies and procedures to ensure streamlined, effective and patient/family centered practices.
  • Manages service area operations by coordinating and establishing priorities, assessing and monitoring staffing requirements and supplies. Defines an effective workforce plan in collaboration with key partners and stakeholders that ensures the availability of adequate and appropriate staff according to operational demands and environmental and resource constraints. Develops, recommends, implements and evaluates staffing patterns, rotations and vacation schedules to ensure adequate staffing to meet patient needs.
  • Provides leadership to staff through collaborative coaching, guiding and modeling key behaviours and strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. Fosters partnerships and establishes systems that ensure seamless client flow.
  • Ensures that human resource plans address the recruitment and retention issues for the health care centre. Creates, implements and evaluates an effective workforce plan for the health care centre in collaboration with key partners and stakeholders that ensure the availability of adequate staff within the context of operational demands and environmental and resource constraints.
  • Implements effective performance development and performance management processes in an interprofessional team environment. Oversees all aspects of human resource management within the portfolio including investigating work and staff issues, initiating disciplinary action up to and including termination, administration of policies and procedures, implementation of corporate initiatives, health care initiatives and new services. Participates in labour relations, including the grievance process and essential services planning. Monitors and approves requests for overtime, vacation, leaves of absences, and sick time.
  • Prepares, monitors, and analyzes staffing, operating, and capital budgets for the health care centre in collaboration with Corrections Health Services and professional discipline leadership. Allocates and manages available resources including staff resources, minor and capital equipment purchases and space re-allocations to ensure the delivery of interprofessional services within the health care centre. Develops the health care centre budget to complement strategic directions within existing fiscal constraints and uses utilization methods to monitor and adhere to allocated budget. Develops effective and efficient practices and processes to measure use of resources and the quality of care rendered within the allocated budget.
  • Contributes to the identification, planning and evaluation of educational sessions for interprofessional staff. Facilitates the development and implementation of orientation programs for new staff.
  • In consultation with Director, Risk Management provides leadership in investigating and reporting serious patient incidents. Reviews and follows-up incident reports (both patient and staff) by sharing outcomes and subsequent practice changes for health care centre staff.
  • Ensures that the work environment and all equipment are safe through a preventative maintenance program and adherence to OH&S standards and programs. Reviews and follows-up incident reports (both patient and staff) by sharing outcomes and subsequent practice changes for health care centre staff by liaising with Employee Wellness & Safety as required.
  • Identifies, reviews, and provides support for research proposals or studies which are to be conducted in the health care centre.
  • Adheres to and continually works to improve security protocols in collaboration with BC Corrections leadership to maintain the safety and security of patients, staff, families and the general public at all times; and takes immediate action to mitigate risks, as well as reporting all real and potential risk issues to the Regional Director and site Warden/security personnel as appropriate in the circumstances.
Qualifications:A level of education, training and experience equivalent to a Master’s Degree in Nursing or a related health profession from an accredited University. Plus a minimum of seven years recent related clinical experience including two years working in a managerial/leadership capacity in a clinical setting, preferably in primary care. Current practicing registration with a relevant professional association.Solid clinical knowledge of primary care practices. Strong skills in clinical and operations management. Innovative leadership skills. Demonstrated ability to lead teams and to promote teamwork. Ability to prioritize and manage multiple tasks and projects. Demonstrated understanding and experience with quality assurance processes, operational planning and program/service development. Exceptional communication, interpersonal and public relations skills. Proven ability to negotiate and mediate resolutions to complex situations. Ability to interact tactfully and effectively with staff at all organizational levels both internally and externally. Ability to establish courses of action for self and others that are results oriented. Demonstrated ability to relate effectively to a variety of people from diverse backgrounds. Demonstrated ability to develop and foster a culture of education and research aimed at improving clinical service delivery and patient outcomes. Demonstrated ability to effectively and efficiently manage human and fiscal resources. Demonstrated basic computer literacy with word processing, spreadsheet and/or database programs and ability to utilize a computerized patient care information system.Quick Apply
