Analyzes and interprets attendance data such as attendance, overtime, grievances, Professional Responsibility, respectful workplace and disability management history, as well as information required to support Collective Agreement bargaining and/or its implementation; provides recommendations to department members on the information analyzed. Maintains and supports relevant Attendance Support and Disability Management databases to ensure appropriate data capture, system maintenance and analytics. Identifies staff appropriate for participation in Attendance Support, referring employees to the Disability Management Client Partner as appropriate. Coordinates plans of action and strategies to optimize workforce planning as directed by the leadership team.Responsibilities:Analyst

  • Analyzes and interprets Attendance Support data such as attendance, overtime, grievance, Professional Responsibility, respectful workplace and work accommodation reports and compares against established averages; performs trend analysis on data. Compiles and analyzes absence and disability management data for use in generating HR/ADM statistics for bargaining, collective agreement implementation and planning use by Workforce Planning.
  • Liaises with internal departments (Payroll, ADM, HR) to ensure accurate identification, monitoring, tracking and categorization of the information being collected.
  • Utilizes the information analyzed (e.g. employees limitations and restrictions for work accommodations) to determine an appropriate course of action such as identifying job descriptions, vacant/active postings and determining postings matched to work accommodation for impacted employees or identifying employees for participation in Attendance Support.
  • Supports team Leader/DMCP/HRCP in research and prep for grievances and/or issues related to staffing, culpable absenteeism and workforce planning - in preparation for hearings.
  • Recommends a course of action on a variety of Attendance Support data analyzed that supports the Leaders and Client Partners in workforce planning and optimization in resolving staffing related disputes and establishing the strategic goals of the department.
  • Maintains and supports ADM databases (e.g. WHITE.net and the Attendance Support database) to ensure appropriate data capture, system maintenance and analytics. Generates regular reports for publication within the department and across other P&OD portfolios as necessary. Creates and maintains hard copy files of information as required.
Attendance Management
  • Identifies employees participating in Attendance Support according to established guidelines.
  • Coordinates Attendance Support meetings between the employee and manager with union and Analyst representation as required.
  • Tracks and monitors employees progress in Attendance Support and provides timely information to managers.
  • Ensures attendance management processes are in compliance with the collective agreements, HR and ADM guidelines.
  • Provides in-service sessions to managers.
  • Connects with employees who appear to be struggling at work to offer support and services, and direct to Manager for performance management when required.
Qualifications:Education and ExperienceDiploma in Human Resources Management or related field, plus three (3) years recent, related experience in Human Resources, Disability Management and/or research/analyst roles or an equivalent combination of education training and experience.CompetenciesDemonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring and Courageous and creates the conditions for people to succeed.Professional/Technical Capabilities:
  • Knowledge of human resource practices and relevant collective agreements.
  • Ability to type to 40 w.p.m.
  • Proficiency in the use of personal computers and related software applications.
  • Knowledge of Meditech, ESP, Opportunities Job Bank (OJB) and WHITE.
  • Physical ability to perform the duties of the position.
