  • Support and champion ongoing large-scale business transformation initiatives
  • Lead the design and delivery of multi-year projects through organizational change
  • Develop, build and coordinate linkages, networks and relationships between the unit and clients, stakeholders and service providers.
  • Provide project leadership and management for the development and implementation of programs/policies and related procedures, processes, systems and tools.
  • Guide the change management of large to small scale I&IT portfolios, program and projects through implementation of programs and strategies with Project and Portfolio Management methods and/or other processes (e.g. industry standard change management frameworks and methodologies)
How do I qualifyChange Management Skills:
  • You have knowledge of change management theories, methodologies, best practices, tools and techniques, and Organizational Change Management skills to lead, implement and support strategies for business transformation
  • You have knowledge of project management methodologies to manage the change management components.
  • You have previous experience reviewing, developing, recommending and establishing implementation planning for all project phases.
  • You have the ability to act as a change agent for a large-scale multi-year initiative by researching data and conducting change management analysis.
  • You have the ability to facilitate the implementation of a program for portfolio, program and project practitioners across the OPS to foster learning and development through coaching and mentoring.
Interpersonal, Influencing and Communications Skills:
  • You have consultation and mediation skills to consult with managers across the OPS on various types of I&IT portfolios, programs and projects; to gain support for program initiatives; and to provide guidance/advice in relation to business transformation, change management and communication.
  • You have interpersonal and relationship management skills to establish working relationships, lead consultations, provide guidance and strategic advice promote project initiatives.
  • You have presentation and persuasion skills to explain and promote initiatives to various stakeholders
  • You have written communication skills to prepare proposals, reports, policy/position papers, presentations, learning programs/materials, briefing notes and recommendations to senior management.
  • You possess oral communication skills to lead client focus groups/analysis, present recommendations/finding and facilitate change management and learning sessions to various client stakeholders.
Project Management Skills:
  • You have knowledge of project management principles and methods including planning, resource and budget scheduling and project control to lead/manage program/policy development projects.
  • You have demonstrated knowledge of project management methodology and practices to assist with project planning components.
Technical Skills:
  • You have knowledge of I&IT business concepts, principles and emerging trends in the I&IT business environment affecting the branch technical business services and IT client business needs across the OPS.
  • You have knowledge of program/policy theory, principles, business practices, methods and tools to provide project leadership for the design and development of program solutions.
  • You have knowledge of ministry/branch mandate, legislative authority, objectives, operations, programs and services to provide expert consultation services to program/senior management and executives and to address evolving, complex and/or diverse needs, impacts and risks.
  • You have knowledge of emerging trends in change management program models and methods to ensure that branch programs, policies and products are delivered through the use of leading-edge technology and business practices.
  • You have knowledge of I&IT portfolio, program and project methodologies and related frameworks, processes, practices, techniques and tools to plan and coordinate OPS-wide business transformation initiatives dealing with I&IT portfolio, program and project delivery.
  • You have knowledge of leading-edge technology, I&IT Project objectives, corporate IT strategic plans, standards, and processes to act as a senior business transformation specialist.
Analyzing/Problem-Solving Skills:
  • You have the ability to lead the development of branch policy/program options, recommendations and solutions that encompass a range of considerations.
  • You are able to lead and coordinate the quantitative and qualitative research and analysis of branch skill and competency needs and to develop programs, policies, systems, processes, tools and standards.
  • You have the ability to lead/conduct research, analysis and assessment of program issues and impacts.
  • You are able to conduct risk assessments and provide effective advice and guidance to branch senior management to resolve issues.
  • You have the ability to review results of performance monitoring, lead the analysis and assessment of the effectiveness and impact of policy/program outcomes and results, and lead the development of policy/program revisions for continuous improvement.
