Job Summary:Manage the delivery of engineering and information technology services necessary to provide the critical communications infrastructure required to support Toronto Paramedic Services dispatch and operations.Major Responsibilities:
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Contributes to the continuous improvement of divisional performance through the selection, development and implementation of the most suitable and cost-effective engineering and information technology solutions for critical infrastructure design, implementation and lifecycle support.
  • Manages market research, feasibility studies, evaluation, testing and implementation of new hardware and software products.
  • Supports the service delivery by ensuring the availability, security and performance of the critical technology systems, 24 hours a day, 7 days a week
  • Manages staff on-call schedules to ensure each service component of the critical systems is protected on a 7x24x365 basis with on-call staff.
  • Ensures that business continuity and disaster planning for the critical system platforms is maintained and tested.
  • Accountable for the procurement, installation and maintenance of all engineering and information technology equipment by maintaining the specifications, selection, replacement and maintenance programs, specifically but not limited to: two-way radio communications systems;911 and dispatch communication consoles and telecommunications; computer aided dispatch system and interfaces; mobile and portable field radio and computers; mobile data communications systems; servers, call taking and dispatch workstations, networking and appliances to support the critical infrastructure.
  • Establishes best approaches for technology program delivery based on strategic objectives and directions from the Deputy Chief, Operational Support.
  • Implements and keeps current cybersecurity resilience measures and tools for the critical infrastructure, based on City policies, and CISO directions.
  • Develops and maintains multi-year technology plan and budget recommendations for the division based on applicable technology, the regulatory environment and input from the Deputy Chiefs and stakeholders.
  • Provides technical leadership in the implementation of Next Generation 911 technology.
  • Acts as technical advisor for the divisions interactions with Technology Services Division as it pertains to various complex integrated systems used by Paramedic Services, e.g., TeleStaff, WorkForce Central, etc.
  • Manages the preparation of business cases, RFPs, non-competitive procurements, tenders, Council and ministry reports, service level agreements and contracts, and ensures appropriate records management. Manages the delivery of major critical capital communications infrastructure projects and administers the capital budget for those projects, ensuring capital budgets are spent to the extent possible.
  • Prepares Council and Ministry of Health reports on technology issues.
  • Negotiates common systems technical support and enhancements with engineering managers from other divisions and agencies, and provides technical support to joint senior management steering committees in order to ensure the best system performance for public safety.
  • Interfaces with the Technology Services Divisions information technology managers for best service delivery coordination.
  • Interfaces with the Ministry of Health senior technical managers to coordinate technical and funding issues for the engineering and critical technology systems.
Key Qualifications:
  • Postsecondary education in electrical/electronics/systems/computer engineering, computer science or approved equivalent combination of education and experience. Preference may be given to candidates with a pertinent professional engineering designation and related experience.
  • Extensive experience in the design, implementation and lifecycle management of public safety critical systems infrastructure (any two of the following: computer aided dispatch systems, mobile data, radio systems, telecommunications console systems).
  • Extensive experience in the integration of products in a diverse computing and telecommunications environment.
  • Extensive experience in providing technical support in a large, public safety, mission critical technology environment.
  • Experience in supervising, coaching, and training staff and consultants on an ongoing and/or project basis; and ability to provide work direction effectively, appraise performance, project deliverables and quality, accurately and fairly.
  • Experience effectively managing labour relations matters, mediating and resolving conflicts within an environment that promotes a positive, respectful workplace
  • Experience in establishing and maintaining an effective consulting relationship with clients and vendors with a strong customer service orientation.
  • Experience with the procurement of goods and services (including professional services), developing specifications for RFQs, RFPs, evaluating bid submissions, developing contract documents, and negotiating vendor contracts in conjunction with contract management staff,
  • Experience implementing and administering systems support processes, including systems monitoring, event management, to ensure the right people can be informed of priority information.
  • Experience in strategy creation and transition to execution for a large project/program.
  • Experience with budgeting and financial management and contract management.
  • Knowledge of the general practices of project management.
  • Ability to prepare, organize and present business cases, proposals, solutions and budgets or similar formal documents and statements to various audiences, including stakeholders, clients, employees, unions and the public.
  • Advanced knowledge in the management of computer room/data centre technologies, including implementation, configurations and operation of hardware, operating systems, software and virtualization solutions, networking, high availability and load balancing technologies, disaster recovery preparedness.
  • Advanced knowledge of the following tools, technologies: Web and Application Servers, Security services including firewall, web proxy, web content filtering, anti-virus software, intrusion detection, LAN, WAN, Remote Access and VPN solutions, Storage Management, high availability solutions, VMWARE Virtualization Technologies, integrated scheduling and payroll systems
  • Strong analytical and problem solving skills along with excellent decision making ability;
  • Comprehensive knowledge of municipal, provincial and federal legislation including occupational health and safety, employment standards and human rights
