About Us:The Central Agencies I&IT Cluster (CAC) is a Division of the Treasury Board Secretariat (TBS) responsible for providing I&IT leadership for our five business partner Ministries and their associated agencies.As an IT service provider, the Central Agencies I&IT Cluster provides IT leadership to its clients, enhancing government services, and enabling the underlying IT services and solutions. These solutions modernize government operations and provide cost-effective services to internal clients across the Ontario Public Service.What we do:The Treasury Board Secretariat, Cloud Services Team, is responsible for providing leadership in the planning, development, and support of enterprise systems for the Ontario government. We are modernizing these systems to protect Ontarios business applications and information on cloud-based platforms and to enable access from anywhere in Ontario.The Opportunity:The Cloud Services Team is seeking a dynamic and innovative database professional to join our team as we modernize the decision-making process for the Ontario government.As a member of our dynamic and fast-paced team, you will design, implement, tune, and sustain database management systems that are the foundation for Ontarios government decision-making process and reporting. You will also ensure compliance with security, cost optimization, and technology standards.Note: This position is located at 33 King Street West, Oshawa or 222 Jarvis Street, Toronto; however, alternate work arrangements, including flexible hours, hybrid remote work, and a compressed work week, may be available.What can I expect to do in this roleAs a Database Administrator, you will:

  • Apply senior technical expertise in designing, developing and implementing IT Cluster databases and data structures.
  • Carry out performance monitoring and tuning, storage and capacity planning and management.
  • Provide technical direction and expert advice to the IT Cluster application development teams and monitor, identify and resolve database issues for the IT Cluster production systems.
  • Provide senior-level expertise in the design, development and implementation of technology solutions by researching, evaluating and selecting hardware and software tools and their impact on the various applications.
  • Configure and support database containers such as Mainframe, AIX, Unix DB2, Oracle DB, Cosmos DB, MongoDB and Microsoft SQL – and be familiar with Failover Cluster.
  • Provide leadership, planning and analysis expertise in technology uses for managing information and relationships to IT Cluster databases, and operational systems, and provide training to systems staff in best practices for data and database structures and design.
  • Perform day-to-day database operations, maintenance, and support, identify security gaps and vulnerabilities, and identify and implement mitigations.
  • Establish and maintain the methods, techniques, guidelines and monitoring practices for the design and development of database systems.
  • Perform regular assessment of the existing databases/environments such as DB2, Cosmos DB, SQL and any additional Microsoft solutions and make recommendations.
  • Help to establish and support SQL Data warehouse solution for linkage across different Cosmos DBs.
  • Develop and support data synchronization across different Microsoft platforms.
How do I qualifyTechnical Knowledge:
  • You have knowledge of database management technologies and database design methods and techniques to deploy and maintain databases for large mission-critical enterprise solutions.
  • You have knowledge of technical performance software to ensure database integrity and performance standards are met.
  • You have knowledge of research and project management methods to support a multi-disciplinary project team.
  • You have the ability to identify and evaluate database design and database structures in support of information technology options.
  • You have knowledge of theory and principles of business design, systems analysis, design and development and related methods, techniques, practices and standards, in order to support a team in initiating projects, establishing scope, objectives, requirements and analysis, and definition of information technology requirements that support clients business.
  • You have knowledge of, and hand-on expertise in, Mainframe, AIX, Unix environments databases – IBM DB2.
  • You have knowledge of, and hand-on expertise in, Azure environment databases – Cosmos DB, MongoDB , SQL.
  • You have knowledge of, and hands-on expertise in, Data warehouse solutions and data ETLs and other synchronization techniques.
  • You have the ability to interpret and apply the Clusters IT plan, project planning methodology and clients business, processes and requirements to recommend systems development solutions.
  • You have senior-level expertise in design, development, implementation and maintenance of databases.
Analytical and Problem-Solving Skills:
  • You are able to provide expert technical problem analysis and resolution for production issues during regular business hours and after-hours support.
  • You have the ability to evaluate and determine database design techniques, software and technology for acquisition by IT Cluster.
  • You are able to evaluate design alternatives through feasibility studies and direct IT Cluster Leads and systems design staff on technology approach, standards, costs, time constraints, and future development and support considerations.
  • You are able to analyze, and advise IT Cluster Leads on, development of information/data/application technology priorities and requirements in order to reflect Cluster client business needs/requirements/plans, program/service delivery requirements and limitations.
Interpersonal Skills:
  • You can explain/illustrate solutions to application database and systems development requirements.
  • You are able to support discussions on the development of a recommended approach in support of analyses of costs/benefits, impact on service delivery and achievement of business goals.
Communication Skills:
  • You can discuss and confirm systems and database requirements.
  • You can lead discussion of database optimization options and technical processes.
  • You are able to support discussions on systems development and support recommendations, making a variety of technical analyses, identifying limitations and considerations in clear technical and non-technical terms while also communicating advantages and disadvantages of various options and their impact on systems and database designs to meet clients program/service delivery needs.
Written Communication Skills:
  • You can prepare operational reports, explain analyses/recommendations, develop data models and their descriptions, and recommend approach to database acquisition of technology/services.
  • You can prepare operational documentation and manuals.
