  • Provide strategic leadership, planning, coordination, and specialized early years expertise in the development of programs, guidelines, supports and resources
  • Coordinate the development and roll-out of province-wide implementation plans and monitoring strategies
  • Evaluate the effectiveness of field support to stakeholders and adherence to policy and guidelines
  • Develop and sustain positive relationships with stakeholders to provide guidance, direction, and policy interpretation
  • Lead research projects to gather, analyze, and synthesize trends in other jurisdictions impacting policies and programs to support your recommendations (e.g., funding models, service delivery options, etc.)
  • Provide input and expertise, through participation on internal working groups, to ministry policy and program development
How do I qualifyMandatory
  • You may occasionally travel throughout the regional service area, including areas not serviced by public transit.
  • For the Bilingual Position Only: You are proficient in English as well as verbal French at the Superior level and written French at Advanced level.
Program Development Skills:
  • You have knowledge of early learning theory and practices to provide expertise in program development and advice in the planning, evaluation and management of programs.
  • You understand community development and social theory as it relates to early years.
  • You have experience planning and coordinating the development and roll out of province wide implementation plans, programs, guidelines, and resources related to Early Years policy and program initiatives.
  • You have experience applying policy and program development principles to development of early years and child care programs.
  • You have policy/program evaluation techniques to develop performance measures and assess the effectiveness of new or changed policies/programs.
Consulting and Interpersonal Skills:
  • You have interpersonal, consultation and relationship management skills to work with multiple stakeholder groups and delivery partners.
  • You have advisory skills to articulate key issues, explain critical analysis, and make recommendations.
  • You have consultation skills to provide policy/program clarification to ensure compliance with legislation, regulations, and policies.
Leadership and Coordination Skills:
  • You can lead and coordinate inter-jurisdictional research projects/studies.
  • You can provide project leadership and advice to colleagues and project teams.
Analytical and Strategic Thinking Skills:
  • You have demonstrated systems thinking and strategic awareness to identify linkages across issues to ensure different perspectives are reflected in responses to issues and program communications.
  • You can lead and conduct projects/studies, trends analysis, and environmental scans.
  • You have experience analyzing and synthesizing information drawn from disparate sources to identify appropriate recommendations and strategies.
Communication Skills:
  • You have excellent written and oral communication skills to clarify program requirements and respond to inquiries
  • You can prepare and present a range of correspondence, briefing notes and background analyses for senior management.
  • You can develop clear strategic communication plans and resource materials
