Major Responsibilities:Reporting to the Manager Program Support (IT Unit), the IT Analyst, Toronto Employment & Social Services supervises and maintains the technology infrastructure for an office or unit through hardware/software administration, application development support and user support. The IT Analyst, Social Services also provides leadership support to assigned staff and ensures a high level of system performance.Your primary responsibilities as an IT Analyst will be varied. Specifically, you will:
  • Oversee local IT support including desktops, laptops, public computers, multifunction devices, peripherals, software, and infrastructure.
  • Implement detailed plans and recommend policies/procedures regarding program specific requirements
  • Supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation
  • Supervise the day-to-day operations of all assigned staff including the scheduling, assigning and reviewing of work. Authorize and co-ordinate vacation and overtime requests. Monitor and evaluate staff performance, approve salary increments, hear grievances and recommend disciplinary action when necessary
  • Administer and coordinate Provincial Social Assistance Delivery Systems for the local office/ unit.
  • Administer network security, ensuring Local Area Network and Wide Area Network connectivity, as well as operational support of hardware/software applications
  • Maintain security rights and account for key business applications, SAMS, Intranet and 3rd party Provincial and Federal applications.
  • Install and update all software applications and re-images workstations as required
  • Create and maintain user accounts and security
  • Ensure that all information systems and payment production systems at the local office/unit are operational with maximum up-time and optimal performance, identify issues, recommend, and implement solutions
  • Pilot, evaluate and implements technical initiatives at local and district levels, identifying issues and making recommendations to improve operational effectiveness
  • Analyze reporting data to identify trends in order to develop solutions aimed at improving program and business efficiency
  • Consult and coordinate with service technicians and outside vendors to ensure all hardware and software components are in good working order
  • Develop and implement training modules/sessions for staff at local office/unit. Write and maintain technical operating manuals and procedures for a variety of applications
  • Provide expertise to local management and staff, and working groups in areas such as technology, training, analysis and reporting using divisional and provincial reporting tools
  • Provide input into the purchasing process for office equipment, computer and peripheral supplies and telecommunications hardware. Monitor expenditures and variance reports and recommend appropriate action as necessary
  • Co-ordinate up-to-date inventory of all IT hardware and software licenses
  • Maintain telecommunications and wireless network infrastructure at the local office/unit
  • Participate in local and district planning activities that support the achievement of Divisional goals. Act as management representative on various local and divisional committees
Key Qualifications:
  • A degree, diploma or certification in an IT, computer programming or related field or equivalent combination of education and/or experience.
  • Considerable experience in LAN/WAN technologies, network operating systems, computer hardware and peripheral support (e.g. printers).
  • Considerable experience and training in desktop applications such as Microsoft Office (Word, Excel, PowerPoint), and Microsoft Outlook.
  • Experience conducting analysis and providing recommendations to senior managers for the improvement of the technology/system.
  • Experience creating user guides, tip sheets, procedures and correspondence.
  • Hardware, software, and audiovisual troubleshooting experience or training.
  • Knowledge of social assistance delivery systems, i.e. SAMS.
  • Ability to train, lead and supervise staff.
  • Ability to communicate effectively at all levels, both verbally and in writing.
  • Ability to prioritize work within the constraints of deadlines.
  • Good interpersonal skills, sound decision making and analytical skills.
