ATTENTION: ENGINEERING PROFESSIONALS!Are you a leader who possesses highway design, construction, maintenance and contract management expertise Do you want to be involved in making Ontarios roads saferIf so, the Ministry of Transportations Central Operations Office would be a great fit for you. Central Operations is looking for an experienced leader with strong problem-solving and people skills to provide leadership for construction, maintenance and operations programs in the Central region.ABOUT US:The Operations Division oversees and supports the maintenance and operations of our provincial transportation network, while partnering with Transportation Infrastructure Management Division to deliver consistent, specified approaches when constructing and maintaining highway assets. Supported by seven branches, the Operations Division functions to:

  • Unify the offices and functions that lead provincial operational policy;
  • Manage and deliver services that promote consistency and improved transportation user experience; and,
  • Build relationships with regional governments, stakeholders and partners (e.g., Indigenous partners, other levels of government, other ministries, and other divisions) that are critical to the successful development of regional plans and the delivery of infrastructure.

  • Provide leadership in managing the provincial highway corridor network, through the application of legislation, policies, and guidelines, supporting economic growth while ensuring the safe and efficient movement of people and goods across the province.
  • Provide leadership and management in the integration of regional minor capital construction and maintenance, traffic incident, emergency response, municipal liaison and patrol facility programs.
  • Provide engineering design, construction and maintenance expertise and contribute to the development of annual minor capital programs.
How do I qualifyMandatory
  • You must be licensed by Professional Engineers Ontario (PEO).
Strategic Leadership Skills:
  • You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of succession planning, talent management, organization and job design.
  • You have an understanding of strategic corporate directions, multi-year business and results-based planning processes.
  • You have experience managing a technical team delivering results.
  • You have expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.
  • You have demonstrated skills in managing financial budgets and human resources, including labour relations issues.
  • You demonstrate theleadership behaviors, attributes and mindsets to lead the OPS into the future.
Program Management Skills:
  • You have knowledge and expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
  • You have an advanced knowledge of standards and policy development and the ministrys decision making process.
  • You can be accountable for engineering resource management of the construction, maintenance, traffic incident, emergency response, minor capital and ferry programs.
  • You have the ability to coordinate programs, activities, schedules and allocation of resources within the region; and participate in the development of related operational policies, procedures and standards.
Technical Knowledge and Experience:
  • You have advanced knowledge of civil engineering theories, principles, legislation, regulations and technology, highway design, construction, maintenance, traffic operations, contract delivery, and oversight.
  • You have knowledge of and experience in contract management practices to effectively manage multiple construction, maintenance contractors and assorted contracts.
  • You have knowledge of capital planning, design and asset management to provide support to regional programs.
  • You can apply relevant legislation and regulations and/or investigations processes and techniques for program delivery to oversee the monitoring of activities for adherence and compliance to the Act and regulations.
Communication and Stakeholder Relationship Management Skills:
  • You have proven ability to work effectively and contribute positively as a member of a regional and provincial team with an enterprise-wide approach.
  • You have proven communication, conflict management and interpersonal skills to establish and maintain professional working relationships.
  • You have the ability to prepare or oversee the preparation of related briefing material, ministerial correspondence, House Notes, financial studies, and reports.
  • You demonstrate political acumen to foster and maintain positive relationships with high profile stakeholders, as the program is subject to public, media and political scrutiny.
