Job Description

The Ministry of the Solicitor General (SOLGEN) Digital Design Branch is moving forward with a sector-wide initiative (The Criminal Justice Digital Design (CJDD) project) that will define and implement a criminal justice sector roadmap of sustained transformation. CJDD is a complex cross-sector, multi-disciplinary, multi-year initiative that requires extensive time and resources to successfully ensure its development and delivery.The roadmap will guide criminal justice sector transformation to implement emerging technology to address evolving sector needs and includes five (5) project streams:

  • Criminal E-Intake (CeI) - an online solution that will allow the police to electronically submit charge packages and supporting process documents for review and consideration by a Justice of the Peace in Intake Court
  • Digital Evidence Management (DEM) - a cloud-based SaaS solution to manage, store and share multimedia evidentiary files, ensuring secure, anytime/anywhere access across the justice sector by justice partners and stakeholders
  • Digital Disclosure and Hearing Hub (D2H2) - an online cloud-based solution enabling both secure electronic document and evidence sharing during virtual court hearings
  • Criminal Courts Case Management Systems and Portal (New ICON) – modernization of the existing mainframe-based criminal case management system (ICON) and tools available to the Courts to enhance and improve data-sharing
  • Integration – an integration platform for secure exchange of data and documents between justice sector partners, delivering anytime/anywhere access to criminal matters between various systems
The OpportunityIf you are an experienced and motivated I&IT professional, consider this challenging opportunity, where you will assess and resolve complex, diverse incidents and problems, identify and develop solutions and enhancements, and testing application and infrastructure changes.What can I expect to do in this roleAs a Middleware Specialist, you will:
  • administer from a select suite of middleware/software tools such as IBM WebSphere, IBM IB/ACE MOM, Business Process Manager, and IBM IHS
  • provide technical day-to-day operational support and coordination for incident management (break/fix), change management, release management, and maximize availability and usability of cluster supported solutions
  • assist with technical design and architecture planning for middleware in support of innovative digital transformation projects
  • assist in diagnoses of the incident and work with the team to identify the root causes
  • create the required artifacts (design document, diagrams, build book, and others)
  • provide technical advice and guidance on the analysis, interpretation and evaluation of complex application solutions for existing and net new initiatives
  • develop technical specification documents
  • collaborate with various IT stakeholders and service delivery partners
Please Note: The position requires shifts, on-call, standby and occasional call-back to provide technical support to ministry critical systems on a 24 hour, 7 days a week basis.How do I qualifyTechnical Skills
  • You have knowledge of network infrastructure technologies, IBM Powerservers and Wintel computer environments, including operating systems, web-based application infrastructure architecture and infrastructure components, application software and hardware such as UNIX/AIX, IBM WebSphere, IBM IB/ACE, Oracle Products (EBS, Identity Manager, OPA, BI Publisher), Apache, scripting languages and Identity Access Management framework (Entrust and TruePass PKI), Wintel, and performance monitoring tools.
  • You have extensive experience with technologies (J2EE, Java) and web technologies (Node.js, Azure Functions, Serverless, Pub / Sub event driven systems, Azure App Gateway).
  • You have experience in Middleware technologies such as JMS, MQ Series, SOAP, Web Services and familiarity with Message-Oriented-Middleware approaches that leverage Enterprise Service Bus (ESB) architecture solutions such as IBM IB/ACE and JBoss.
  • You have experience in DevOps toolsets in Azure and/or ICP Cloud, including, but not limited to, Docker, Ansible, Packer, Azure DevOps Pipelines, OpenShift, UCD.
  • You have extensive experience with Unit test framework, software build, deployment, and configuration experience
  • You have experience supporting production systems, working with end users and technical teams to investigate and resolve issues.
Communication and Analytical Skills
  • You can collaborate with other technical teams and clarify technical solutions to clients and staff with various levels of technical knowledge.
  • You can prepare work and status reports, and project plans, update system information, and summarize tests.
  • You can assess and identify problems and incidents, conduct research, evaluate and recommend solutions, provide insight on problems, and facilitate work orders and planned changes.
