Job Description

The Renewables Policy Unit in the Renewables Integration and Distributed Energy Resources branch is seeking a Policy Advisor to support senior staff and management by providing quantitative and qualitative research and analysis for policy development and issues management related to the integration of renewable and distributed energy resources into Ontarios electricity system and to identify and understand opportunities to support innovation in the sector.The branch is part of the Conservation and Renewable Energy Division of the Ministry of Energy. Our division supports the governments priorities to provide a clean, reliable and resilient energy supply for Ontario and support innovation.   • Research and collect various sources of information to support analysis and development of policies and strategies related to renewable and distributed energy issues.
  • Conduct environmental scans and trend analyses and evaluate policy/program information and data.
  • Prepare presentations and briefing materials for use by senior management, the Deputy Minister and Minister.
  • Assist with Cabinet and Treasury Board submissions.
  • Liaise with other branches/ministries to discuss research, provide policy input and advice and to exchange information.
  • Initiate, plan and carry out a variety of special projects and assignments.
  • Prepare responses to questions from Ontario Legislature, media, energy agencies and stakeholders.
  • Provide explanations for complex energy issues to the branch/division and/or ministry senior management.
How do I qualifyResearch, Analytical Skills and Policy Development:
  • You have research skills, qualitative and quantitative analytical methodologies and techniques to conduct environmental scans, monitor and analyze trends/scientific evidence, and identify best practices.
  • You can research, analyze and synthesize data/information from various sources, draw conclusions, and present findings to management and staff.
  • You have knowledge of computer applications to design and operate computer models and to analyze and manipulate data.
  • You are able to identify issues and conduct policy and program analysis to support the development of policy options and inform recommendations.
Specialized Knowledge:
  • You have some knowledge of the energy sector and renewable energy in Ontario and other subject matters in the areas of Energy and Electricity policy.
  • You have some knowledge of the energy industry, including regional and global trends, energy markets, technology types, integrated energy solutions, costs and financial considerations in order to manage and interpret data, make recommendations and identify implications for government policy.
  • You have knowledge of the role of the ministry and the role of provincial energy agencies and other actors, the energy environment in Canada and international regulatory developments.
  • You have knowledge of policy development principles and government decision making processes to contribute to the development and drafting of energy sector policy options.
Communication Skills:
  • You can prepare a range of written materials including briefing notes, meeting notes, correspondence and other products in technical and non-technical terms based on the audience.
  • You have presentation and advisory skills to effectively communicate information to a variety of contacts for research and in support of consultation processes.
  • You have oral and written communication skills and attention to detail to respond to requests for information, summarize reports, prepare discussion papers and briefing materials, and to recommend response strategies.
Relationship Management:
  • You are able to use tact and discretion to communicate with stakeholders, governance committee members, ministry executives and the general public.
  • You can build and maintain contacts with key internal and external stakeholder groups to exchange information, provide feedback and enable consultation and collaboration
