Description*Note - Travel is required· Work with CACC management team to plan for NG911 transition including operational readiness, training, communication, user acceptance testing, and monitoring.· Delivery focused project manager who gathers and develops business and project requirements for the NG911 solution to create business case, facilitate procurement and implement solution.· Deliver extensive knowledge of the current and emerging 911 technologies to meet needs identified by the PSAP user community.· Leverage existing CRTC ESWG expertise to develop a plan for Ministry response to NG911.· Demonstrated experience directing project teams (NG911 technologies SMEs) to ensure project deliverables to meet business needs and standards.· Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed· Ability to promote I amp;IT project management best practices and adherence to standard methodologies· Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.· Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, gating, forecasts, and reconciliation/confirmation of actuals.· Establishes and participates in steering committee and stakeholder forums.· Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.NOTEThe resources will be required to travel to multiple dispatch centres/CACCs across the province to develop and coordinate 911 training. Expenditures/reimbursements for travel will be in accordance with the Travel, Meal and Hospitality Expenses Directive.Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. The details of this arrangement will be at the Hiring Manager #39;s discretion.SkillsExperience and Skill Set RequirementsTechnical Experience· Experience facilitating diverse system stakeholders in highly integrated and complex solution delivery environments, providing leadership and advice to establish common business objectives and solution roadmaps, while developing business standards and realizing system automation.

• Demonstrated experience leading projects that involve system vendor management, issues management, and system integration across multiple vendor solutions.
• Experience identifying and assessing technical project risks, mitigation strategies and contingency plans.
• Knowledge of system and operational standards applied in Public Safety Answering Points (PSASPs) in Ontario, including Computer Aided Dispatch (CAD) solutions, CAD integration practice, and voice recording and other archival solutions.
• Understanding proposed NG911 solution requirements and business standards, experience with the development of technical requirements and specifications for procuring and implementing Canadian Compliant-standards-based technology to support NG911 platform and systems.
• Experience, knowledge, and understanding of current and emerging 911 technologies to fit needs identified by the PSAP user community, including, but not limited to a wide range of Telecommunication technologies for voice, video, text and data, including, but not limited to: Transmission infrastructure, Internet Protocol (IP) based communication related networks, PBX system integration and interconnection technique, and storage
• Familiarity and experience in:
• o Centralized Standards-Compliant Canadian NG911 Infrastructure
• o Call Handling System and Equipment with ability to incorporate new applications such as text and video
• o ESInet and Canadian NG9-1-1Core Service
• o PSAP connectivity to the network legacy and IP systems

· Canadian NG911 L amp;R35%Policy/Business Skills· Experience in public safety operations including dispatch centres (CACCs Central Ambulance Communications Centres).

• Experience in details of the methods identification and assessment of business policy implications and the development of mitigation strategies and contingency plans as it related Canadian NG911 implementation.
• Experience in details of the methods identification and assessment of operational impacts and the development of strategies and contingency plans as it related Canadian NG911 implementation.
• Informed ministry best practices/industry standards to have an informed implementation of NG911

· Experience with 911 sector regarding policy and operational changes required for NG91135%Project Management Skills· Ability to write complex business cases

• Experience with gathering and developing requirements to create and maintain a detailed project schedule and/or integrated plan
• Project Management experience (as appropriate to the specified experience and level) and use of Project Management software (as appropriate to the specified experience level).
• Experience in the development and implementation of project management processes, plans, and communication tools.

· An experienced individual with a proven track record for meeting strict deadlines and supporting cross-functional teams to ensure work on tasks/milestones remains within time and cost constraints.20%Communication/Soft Skills· Experience with working with complex multi faceted projects with diverse working groups

• Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints.
• Demonstrated experience communicating across many functional areas (matrix organization) to actively engage project stakeholders and manage client expectations with diverse interests, technical and non- technical backgrounds using the appropriate level of political acuity and messaging for the audience
