Major Responsibilities: Reporting to the Finance Supervisor, the Training & Development Specialist will prepare user training materials including training manuals and quick reference guides, designs and delivers user training on Corporate and Divisional program, policy and processes, and prepare/present in various forms general information on court applications (DAR, ICON, PTMS) and other related systems.
  • Assess training needs and requirements and makes corresponding recommendations to meet the needs identified. Designs, develops, delivers/facilitates, and evaluates training courses and programs for court services staff.
  • Designs and develops training course and program materials i.e. participant manuals, instructor manuals, quick reference guides, lesson plans, videos, quizzes, handouts, overheads, interactive materials and digital presentations. Revises and maintains the training course curricula and materials.
  • Identifies and selects potential training providers and schedules and coordinates various internal and external training programs.
  • Coordinates information from the Court Services Division, and develops corresponding training programs and instructional materials for divisional computing applications including DAR, ICON, PTMS, Access databases and other various programs as required.
  • Plans, develops and facilitates training directly and supported by other individuals to deliver various seminars and workshops (i.e. Divisional Orientation, Customer Service training, technical training programs on business processes, Provincial Offences Act and related legislation).
  • Creates and maintains training records, files (i.e. compliance training, statistics, student evaluations, and examination results).
  • Operates and maintains training equipment.
  • Evaluates training effectiveness through use of training quizzes and programs.
  • Identifies challenges and opportunities, and recommends corresponding changes to training courses and programs. Monitors and evaluates courses delivered by training providers.
  • Collects data, generates and analyzes statistics and makes recommendations. Prepares internal training reports.
  • Provides orientation to co-op students.
  • Liaises, consults, and builds partnerships with stakeholders, Professional Associations, corporate trainers, community groups, colleges/universities and members of the training community, as well as other divisions. Participates on various internal committees.
  • Uses established procedures to prepare training documentation and provides feedback to management team on functional issues with procedures recommending changes as required.
  • Assists with program development activities; for example participating in user acceptance testing where new programs are being designed for use.
  • Prepares annual report on divisional training activities and makes recommendations on training solutions for future years.
  • Travels to off-site locations.
Key Qualifications:Your application must describe your qualifications as they relate to:1. Post-secondary degree or diploma in adult education or equivalent combination of education and experience.2. Considerable experience in researching, planning, designing, developing, delivering, evaluating and organizing training courses and programs and materials.3. Considerable experience in employee training and development including needs assessment, skills profiling, program design, development and evaluation with the ability to consult, analyze, and solve problems effectively.4. Extensive experience with Microsoft Office (e.g. Word, Excel, Access, PowerPoint, and Graphic Packages) and court related applications (e.g. DAR, ICON, PTMS) or other similar systems/applications.You must also have:
  • Knowledge of relevant legislation, court and administration practices and procedures, municipal programs and services with good knowledge of legal and technical terms.
  • Excellent oral communication, and presentation skills, with the demonstrated ability to develop and deliver effective presentations to large and small groups.
  • Excellent written skills authoring effective reports, project documents, procedures, manuals, briefs, correspondence, and presentations etc. in a clear and consistent manner.
  • Excellent organizational and time management skills, with the ability to prioritize and manage large and/or multiple projects, and cross functional work teams.
  • Highly developed interpersonal skills with demonstrated ability to interact and communicate effectively with all levels of the organization, government agencies, vendors and the judiciary, exercising good judgment/discretion in dealing with confidential or sensitive matters with proven ability to work independently and cooperatively as a leader/team member.
  • Demonstrated cultural sensitivity and understanding of human rights and diversity issues.
  • Ability to coordinate with subject matter experts, and to design and develop technical materials.
  • Ability to initiate, coordinate and lead simultaneous projects.
  • Ability to operate and maintain a variety of training audio, visual and digital equipment.
  • Ability to work shifts to accommodate flexible training schedules.
