  • Provide scientific leadership and expertise in the continuous improvements of the Clean Water Act/source protection regulations, directors technical rules, tables of drinking water threats, technical guidance, peer review and policies.
  • Lead research programs that are required with respect to hydrology, hydrogeology, engineering, watershed management science and planning, local scale in support of source protection planning under the Clean Water Act.
  • Act as a Provincial expert on issues related to watershed management
  • Lead multi-stakeholder groups
  • Represent the Conservation and Source Protection Branch (CSPB) on priority technical files and committees in the Ontario Public Service (OPS).
  • Develop new and innovative scientific approaches
  • Review and evaluate policies for the protection of drinking water sources
  • Prepare decision packages, briefing materials and presentations for senior management (Assistant Deputy Minister, Deputy Minister and the Ministers Office)
Please note provincial travel may be required.How do I qualifyMandatory
  • You have a degree from a recognized university in Environmental Science, Water Engineering, or Water Resource Management.
  • You have a valid Class G Ontario drivers licence or equivalent as recognized by the province of Ontario.
  • You are a Professional Geoscientist or Engineer
Specialized Knowledge:
  • You have expert knowledge of the theories and application of hydrology, hydrogeology, meteorology and current and emerging watershed management methods and techniques.
  • You have knowledge of the theories, principles and practices of water quality and quantity management, modelling and assessment.
  • You have superior knowledge of environmental indicators and benchmarks such as water quality standards and program performance matrix to track program effectiveness.
  • You have knowledge of established practices and approaches to environmental management with the watershed management specialty.
  • You have knowledge of relevant environmental legislation, regulations, policies, procedures and guidelines (e.g. Clean Water Act, Environmental Protection Act, Ontario Water Resources Act, Environmental Assessment Act, Nutrient Management Act) and knowledge of relevant Federal acts and regulations (e.g. Canadian Environmental Protection Act).
Project Management and Leadership Skills:
  • You have well developed project management skills to lead research projects and programs.
  • You have experience leading multi-stakeholder groups.
Research and Analytical Skills:
  • You have superior knowledge of research and analytical techniques, approaches and practices.
  • You have research and investigative skills to remain current on approaches to water quality (both groundwater and surface water), pathogen detection and evaluation, nutrient management, and watershed sciences.
  • You have critical thinking skills to evaluate and determine where advanced research is required.
  • You have analytical skills to analyze program design, evaluate uncertainty, variability and risk.
  • You can provide expert comments, opinions and recommendations.
Communication and Interpersonal Skills:
  • You have strong oral and written communication skills to prepare and present highly technical assessments, recommendations and reports.
  • You have interpersonal skills to participate in a team environment.
  • You have negotiation and political acuity to provide scientific and professional advice to individuals who may not have the same level of subject matter expertise.
Computer Skills:
  • You have knowledge of current and emerging computer modelling techniques and related software applications.
  • You can operate computer software applications (e.g. word processing, spreadsheets, database management, graphics) to conduct data analysis, prepare correspondence, reports and presentations for stakeholders and senior management.
