Working in full partnership with the BC Cancer’s Executive Director, Regional Clinical Operations for each regional centre, this position is jointly accountable for ensuring management of the cancer care programs and services within the region.Specifically, the EMD works with stakeholders throughout the provincial health care system to improve patient care service models and establishes the framework and infrastructure for program deliver and planning and manages medical resources. The role champions a highly innovative and intellectual research culture.As the most senior medical leader at the regional centre, the EMD ensures all programs and services are of the highest quality and standard of medical care for this crucial patient population. Together, the EMD and the Executive Director oversee the direction of human, financial and material resources required to support the goals, policies and vision of BC Cancer and its regional services.What you’ll do In partnership with the Executive Director, improve the health of the populations served:Leadership, Planning and Administration

• Provides overall leadership for BC Cancer for the designated region
• Develops long-term strategic plans for the region in alignment with the BC Cancer strategic plans and in conjunction with BC Cancer Executive and BC Cancer’s regional leadership team
• Participates in and makes recommendations regarding strategic, provincial and/or regional planning activities, when and as requested by the Senior Executive Director, Clinical Programs and Policy
• Maintains up-to-date awareness and understanding of new developments and advancements in Oncology. Engages BC Cancer executive regarding changes in practice that have the potential to benefit patient care and service delivery
• Ensures the region is represented and/or provides input on appropriate internal and external committees or projects as required
• Collaborates with leaders in other Health Authorities
• Facilitates and enables Oncology related practice standards and identifying quality assurance and quality improvement needs and initiatives
• Co-Chairs one of the Provincial Network Team Committees
• Mentors and supports the medical department heads within the regional centre Provides medical leadership for major new initiatives in the regional centre, including CST-Cerner implementation

Quality, Performance, Policies and Standards

• Ensures that Oncology services in the region are aligned with BC Cancer’s overall cancer strategy, are integrated across programs and services, and delivered in an effective and efficient manner
• Monitors Oncology related performance and quality metrics and trends in the region, communicates them to the regional medical staff leaders, BC Cancer leadership, and makes recommendations to implement and effectively manage such trends and meet performance benchmarks
• Supports quality improvement and quality assurance programs within the region for Oncology
• Acts as a resource and advisor to personnel regarding Oncology in the region
• Recommends resolutions or remediation actions required to address any performance and/or quality issues related to Oncology in the region
• Performance manages the medical department heads within the regional centre supports Department head in performance management of medical staff
• Supports issue resolution using problem solving approaches for areas that require strategic decision support related to Oncology in the region, in collaboration with medical and operations leads at BC Cancer, and medical/operations leads in the Health Authorities

Regional Professional Practice Leadership

• Provides overall leadership for BC Cancer in the region
• Develops and fosters effective relationships with external agencies and professional and licensing associations that positively influence professional practice
• Participates in relevant professional practice groups within the region

Workforce planning (in conjunction with Senior Executive Directors Medical Affairs and Quality and Clinical Programs and Policy)

• Participates in the development of long-term medical staff resource plans for Oncology for BC Cancer in the region
• Assists in the identification, recruitment and selection of local leaders in for BC Cancer in the region
• Responsible for leadership development and participating in succession planning for BC Cancer within the region

Academic

• Maintains academic credentials suitable to the position and its responsibilities
• Develops, fosters, monitors, and supports Oncology related research activities in the region in conjunction with: Senior Executive Director Research, Department Head, Clinical Research, BC Cancer, and Clinical Trial Unit leaders
• Assists in the professional development of the individuals in the region including research, education, and other developmental activities in relation to Oncology
• Ensures a constructive and positive working relationship with the relevant clinical program personnel at the University of British Columbia (UBC) and/or other BC Cancer-affiliated universities

What you bring:Qualifications

• Graduate from an approved medical school with certification in an approved residency training program with a minimum of 8 years of experience
• Minimum of 3 years of successful leadership and/or administrative experience in a relevant health care environment. Executive or leadership training (e.g. MBA, PMI or equivalent) is considered to be an asset
• Working knowledge in areas of Oncology
• Eligibility for or licensing by the College of Physicians and Surgeons of BC
• Eligibility for or current appointment to the medical staff of BC Cancer
• Ability to work in a co-leadership model combined with proven ability to build internal and external partnerships and respond to needs while supported by an acute awareness of the impact of actions.
• Leadership abilities with experience in managing people, department operations and financial management.
• Strong management skills, including a clear understanding of centre processes
• Demonstrated expertise in problem solving, decision-making, and evidence-based practice.
• Demonstrated knowledge of current best practices, quality improvement processes, and patient safety.
• Ability to build coalitions and interact effectively with staff at all organizational levels both internally and externally to BC Cancer and PHSA.
• Demonstrated commitment to professional growth and development of self and others and a track record of promoting interdisciplinary team collaboration and consultation.
• Creative and flexible critical thinking skills.
• Commitment to patient and family-centered care.
• Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC #39;s Declaration on the Rights of Indigenous Peoples Act (2019).
• Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.)
