Job Description

Manage all transportation & customs related activities including cost, quality, and service performance for the Canadian Region. This includes Customs Compliance and all inbound/outbound cross border and domestic transportation responsibilities. Own the carrier relationships supporting outbound transportation for Thermo Fisher domestic distribution operations. Work cohesively with supply chain to ensure shared responsibility and control on inbound/cross border transportation & customs for Thermo Fisher.Responsible for a total operating budget of approximately $21 million in freight expense across 2 distribution centers. Optimize transportation operations by balancing service and cost considerations, customer’s expectations, shipping capacities, carriers. Intense use of metrics and measures to drive operations. Gain and maintain a detailed understanding of shipment characteristics and customer needs and expectations. Skillfully blend consultation and hands-on reengineering to achieve improvement.Key Responsibilities:

  • Drive and Measure compliance with best practice and corporate transportation policy. Manage non-compliance. Own the carrier relationship and manage “core carriers”.
  • Manage CSA (Customs Self-Assessment) and PIP (Partners in Protection requirements to ensure Company responsibilities are met with CBSA (Canada Border Services Agency)
  • Oversee all trade compliance activity for the division to ensure compliance
  • Oversee the CUSMA/USMCA program to ensure company is maximizing duty avoidance for all qualifying goods.
  • Conduct quarterly business reviews with carriers. Use cost, quality, and service metrics to evaluate each carrier’s performance. Make changes as required.
  • Continue to develop, measure and improve metrics for service, quality and cost.
  • Assist with forecasting and establishing the annual transportation budget. Meet monthly to report transportation financials. Complete quarterly forecast with transportation finance team. Achieve established transportation budget.
  • Working knowledge of transportation contracts and the negotiation of terms and conditions.
  • Support all CSA B3 and monthly RSF reporting as well as all CBSA related audits as necessary.
  • Stay current with Customs related regulations, industry changes and PGA’s impacting import and export activity for CCG.
  • Liase with Finance to ensure Customs Bond sufficient to cover Fisher RSD annual reports.
  • Identify, analyze and measure transportation cost savings initiatives and achieve monthly/annual results.
  • Develop reports that provide transportation cost and carrier performance and ensure compliance with routing guide and its core carriers.
  • Ensure Inbound routing guide is reflective of current routing and carrier preferences. Work with marketing to ensure timely publishing.
  • Manage the TMS system requirements by collaborating with 3P providers, Operations and internal IT to optimize outbound transportation routing.
  • Provide support for Operations, Sales, Finance and Purchasing relative to transportations inquiries and specialize shipment requests.
  • Analyze the impact of contract proposals. Provide insight into the financial and operational impact of proposed changes versus the current situation. Calculate current expense and operational baselines for comparison to actual results.
  • Develop and install shipment consolidation and other cost saving measures.
  • Review freight claim processing. Minimize freight claims. Maximize freight claim collections.
  • Capitalize on opportunities for reduced cost, enhanced service and quality levels, drive shipment consolidation, etc.
  • Maintain Customs Compliance Manual for RSD Canada and maintain synergies with U.S. Compliance Manual. Ensure all departmental SOP’s are current in MasterControl.
  • Coach, lead and develop the Customs & Transportation team.
  • Perform other various duties as assigned.
Minimum Requirements/Qualifications:
  • Strong negotiation skills;
  • Able to handle multiple projects at the same time
  • Detail oriented with demonstrated data mining skills and the desire to get involved at the data warehouse level.
  • Able to meet budgets and financial goal associated with productivity and efficiency improvements
  • Fundamental understanding of the CSA (Customs Self-Assessment) Program, HS classification expertise, & AMPS (Administrative Monetary Penalty System) familiarity.
  • Strong working knowledge of carrier operations and costs across all modes of transportation including LTL, TL, inter-modal, and parcel.
  • Strong interpersonal skills especially in dealing with conflict, carriers’ issues and management tight deadlines.
  • Strong Customs experience is preferred but not necessary.
  • Experienced in Microsoft Office.
Non-Negotiable Hiring Criteria:
  • Post Secondary College or University.
  • 5-7 years recent, applicable and verifiable work experience.
  • Strong working knowledge of carrier operations and costs across all modes of transportation including LTL, TL, inter-modal, and parcel.
  • Ability to recognize Corporate Compliance risks and address and/or mitigate as necessary
  • Experienced in Excel, Access, and Word.
