Job Description

Do you have vehicle manufacturing expertise and are you skilled at providing advisory services If so, consider this opportunity with the Ministry of Health, Emergency Health Services Division as a Fleet Standards Analyst where you will provide direction in the development of the Ontario Provincial Land Ambulance and Emergency Response Vehicle Standard(OPLA&ERVS) as well as specifications and technical expertise in pre-hospital emergency vehicles such as ambulances, emergency response vehicles (ERVs) and emergency support vehicles (ESVs).What can I expect to do in this roleIn this role, you will:

  • provide advisory fleet procurement services including timely information and analysis, act as project coordinator through the manufacturing process, evaluate proposals/bid submissions for adherence to technical requirements, and schedule the issuance of new vehicles and the evaluation and/or disposal of replace vehicles
  • coordinate the preparation and certification of manufacturers for pre-hospital emergency vehicles
  • provide technical expertise in the development of vehicle standards/specifications and the assessment of submission compliance by conversion vendors for the receipt of ministry certification
  • provides technical assistance to stakeholders in the preparation of vehicle specifications, vehicle maintenance and repair
  • revise and/or develop operational policies, administrative procedures, guidelines and systems related to fleet maintenance and conversions
  • provides leadership/technical guidance to unit fleet staff including scheduling activities, providing direction/guidance, explaining procedures and monitoring progress
Please note: The duties of the job will require the successful candidate to travel within the region/throughout the province to perform the duties of the position.How do I qualifyTechnical Knowledge
  • You have knowledge of vehicle procurement practices, supply and asset management principles and practices, procurement policies, directives and standing agreements.
  • You have knowledge of theories, principles/practices and methods of automotive engineering.
  • You have knowledge of/ability to gain knowledge of Government fleet operations, ministry/Canadian vehicle maintenance standards/codes.
  • You have knowledge of technical requirements for pre-hospital emergency response vehicles to ensure compliance with the Ontario Land Ambulance and Emergency Response Vehicle Standard.
  • You can recommend corrective actions for dealing with non compliant areas to improve the quality of service.
  • You can ensure manufacturers meet the vehicle standard through inspections of emergency response vehicles at time of manufacturer and during use by ambulance services.
Analytical and Problem-Solving Skills
  • You demonstrated independent problem-solving, analytical and critical thinking skills.
  • You can evaluate client needs and develop technical specifications for the modification of existing emergency response vehicles.
  • You have demonstrated financial, economic, and analytical/evaluative techniques.
  • You can analyze industry trends and make technical recommendations.
  • You can assess the clients business to ensure the client has complied with legislation and standards.
  • You can examine information from different sources to develop and recommend improvements in business practices.
Communication and Interpersonal Skills
  • You have the ability to communicate effectively, both verbally and in writing, with all levels of the organization, and ensure that all material is clear, free of errors and meets deadlines.
  • You can provide technical advice to clients, participate in meetings, conferences, and act as a branch representative.
  • You have strong advisory skills to provide information to clients on technical standards.
Other Important Skills
  • You have project management and organizational skills to ensure tasks are performed within a set time frame.
  • You have proficiency with common office software (including word processing, spreadsheet, database, project management and presentation capabilities) to create analytical reports, documentation, and presentations.
