Job Description

Permanent Full-Time – 40 hours per weekJ0822-0648Reporting to the Manager, Roads and Fleet, this position will assume lead accountability andresponsibility for the effective delivery of fleet management services through the Fleet BusinessUnit, which covers all fleet assets including off-road and specialized equipment. Ensures theefficient repair, preventative maintenance, refurbishment and acquisition of the Town’s fleetassets based on quality standards, operating instructions and within allocated resources. Leadsfleet related policy and initiatives from inception to implementation and beyond. Ensures fleetpolicies and programs are provided in accordance with Provincial standards and guidelines inaddition to other legislative/corporate requirements. Performs maintenance work if required.Responsibilities:Conduct site visits to maintenance and outsourced repair facilities and schedules work to be performed; authorizes repair work, and processes payment. Monitor vendor’s adherence to contract specifications and provides technical advice to resolve vehicle deficiencies with suppliers and manufacturers.Oversee and ensures all vehicles are carrying proper documentation required by currentand/or proposed regulatory or legislated requirements, including insurance slips, vehicleregistration, CVOR certificate, DVIR inspection documentation, emissions certification,annual license renewals, etc.Ensure work order and asset management system is maintained up to date with all fleetasset information including maintenance records and associated costs. Utilizes the workorder and asset management system to analyze information for short, medium, and long-term decision making and planning.Under the guidance of the Manager, Roads and Fleet, lead the development of short and long-term fleet plans relating to vehicle acquisitions, refurbishing, pooling, retrofitting, disposition, and disposal.Prepares lifecycle costing statistics, including making recommendations concerning disposal of vehicles, etc. Evaluates alternatives to enhance life cycle of assets.Prepares reports, statistics and analysis for the Manager and identifies opportunities forimprovement in the cost and delivery of fleet related services.Oversees routine operational and CVOR requirements, such as vehicle and equipment daily circle check documentation, daily mileage, service records and warranty work; CMMS records for all equipment.Qualifications:Requires completion of a diploma in Fleet/Heavy Equipment Management, Business Administration, Automotive Technology or a related field.Requires a Class G licence in good standing and ability to provide a clean driver’s abstract upon hire. DZ preferred.Requires 5-7 years of related experience, including at least 1 year of supervisory experience.A Truck and Coach Mechanic Licence (310T), an Automotive Technician Licence (310S), Heavy Duty Equipment 421-A Licence, and/or Small Engine Technician certificate would be an asset.Membership in the Fleet Management Association (NAFA) with a Certified Automotive Fleet Management designation is preferred.Completion of a post-secondary diploma/degree in municipal management, transit planning or related field preferred.Knowledge of corporate fleet management principles such as: asset management, business management, financial management, maintenance management, risk management,emergency vehicle maintenance, and vehicle fuel management.Knowledge of garage maintenance practice, preventative maintenance theory, applicablelegislation, industry standards, fleet management practices, processes, and administration.Knowledge of applicable legislation such as the Highway Traffic Act, Motor VehicleInspection Station License. Occupational Health and Safety Act, and Commercial VehicleOperator’s Registration.The successful candidate must have the ability to align with established goals and objectives and is able to create/follow plans and processes accordingly, to deliver task and goal completion to a high standard. The successful candidate will provide clear direction and open communication with employees and address employee issues promptly, objectively and respectfully.
