Department: Public WorksLocation: ANTIGONISHType of Employment: PermanentUnion Status: NSGEU - NSPGClosing Date: 9/29/2022 (Applications are accepted until 11:59 PM Atlantic Time)About UsBuilding and maintaining our provincial infrastructure is no small job.The Department of Public Works designs, constructs and maintains provincial highways, public buildings, bridges and other related infrastructure.With a mandate to provide the safe and efficient movement of people and goods, the maintenance and upkeep of our 23,000 kilometers of roads and highways and 4,100 bridges is paramount to our core responsibilities.About Our OpportunityReporting to the P3 Construction and Operations Manager, the Inspector (Specialist) is responsible for the enforcement, advisory, educational, auditing, inspections and monitoring functions, identified in the Project Agreement and in conformance with provincial standards.Primary AccountabilitiesThis position provides expert technical advice, knowledge and assistance on technical related matters to departmental personnel in the area of highway construction and maintenance and provides directives for remedial actions as necessary. The incumbent plays a vital role in ensuring the quality of construction materials and ensures that construction submissions and the Project Agreement are followed. The Inspector Specialist inspects commercial work sites and contributes to the integrity of highway construction and maintenance work by advising the Engineer of physical elements of the works that do not meet the requirements of the technical specifications.Qualifications and ExperienceTo be successful in this role, you must have completed High School plus a related trade or technical training in the area of specialty and have three (3) years of related experience. An equivalent combination of training and experience may be acceptable.You must have a valid Driver’s License with clean driving record.You are capable of prioritizing work under tight timelines and exercise sound judgement. You thrive in complex environments and enjoy the challenge of developing new approaches to complex problems. As the successful candidate, you will have:

  • Proficiency with audits/inspections of commercial work sites, in accordance with the Project Agreement. The audit/inspection would consist of monitoring/documenting work being completed by contractors and accessing conformance to the requirements outlined in the relevant construction submissions and the Project Agreement;
  • Familiarity developing and implementing audit programs for province wide highway construction and maintenance activities;
  • Knowledge of Department policies and practices around audits/inspections of industrial and commercial work sites;
  • Experience with instructional and evaluation techniques;
  • Strong communication and presentation skills for working with diverse groups; and
  • Excellent writing, editing, organizational and planning abilities.
In addition to the above, you will possess skills and experience using Microsoft Office programs (Outlook, Excel, Word, PowerPoint) and customized databases for the maintenance of training records and production of requested reports. You possess and demonstrate effective interpersonal and leadership skills. You also demonstrate a high degree of initiative and the ability to work independently while maintaining exceptional organizing skills and executing multiple priorities.EquivalencyAn equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:
  • High School plus five (5) years of related experience
  • A related bachelors degree plus one (1) year of related experience
