Your future starts now at Empower Simcoe.We are recruiting for a permanent full-time People and Culture Operations Specialist. This position provides a broad range of People and Culture work including assisting with alignment of practices to achieve Empower Simcoes strategic directions, creating detailed workplans to achieve objectives, technical and administrative support, and serving as an in-house resource for the People and Culture Director and Manager.The People and Culture Operations Specialist is responsible for supporting the People and Culture Payroll Specialist with the confidentiality and maintenance of all payroll records, preparing, processing and reconciling the in-house payroll in preparation for transmission to the bank on a bi-weekly basis. This position is responsible for remitting payments to external agencies and governments, and preparing regulatory reports as required.Compensation package:

  • Hours of work are Monday-Friday - 7.5 hours/day for a total of 37.5 hours per week;
  • Annual pay range is $69,440 to $79,053;
  • Flexible working arrangements with the option to work remotely up to 40% of the time;
  • 11 paid statutory holidays;

Following the successful completion of a 3-month probationary period:

Minimum requirements for this position include:
  • Post-secondary diploma in an acceptable discipline related to human resources management and/or payroll from an accredited college or a closely related field; and/or a combination of education and experience which provides the required knowledge, skills, and abilities;
  • Designation as a Payroll Compliance Practitioner (PCP) or a Certified Payroll Manager (CPM) from the Canadian Payroll Association is considered an asset;
  • Minimum of 5 years recent full-time administrative experience in People and Culture/Human Resources in a unionized and non-unionized environment, preferably in the social services field;
  • Minimum of 2-3 years recent full-time experience working with HRIS software and experience processing payroll in a unionized and non-unionized environment on an in-house payroll system;
  • Demonstrated excellent communication, interpersonal, organizational, analytical, detail oriented and problem-solving skills;
  • Knowledge of the Employment Standards Act as it pertains to payroll and people and culture, with the ability to interpret collective agreements and Standards of Practice;
  • Strong working knowledge of Microsoft Office products, specifically Excel, Word and PowerPoint;
Duties and responsibilities (included, but not limited to):
  • In collaboration with the People and Culture Director and Manager, overseeing the workplan of People and Culture related strategic objectives within Empower Simcoe;
  • Tracking of strategic objective workplans to ensure timelines are kept on track, providing regular status reports to the People and Culture Director;
  • Analyzing existing business processes, identifying gaps in current systems and opportunities to leverage automation, and leading resolution strategies; preparing, processing, reconciling the complete payroll, utilizing the in-house payroll system bi-weekly;
  • Auditing payroll processing for errors and making required changes;
  • Preparing, processing, reconciling and distributing all remittances related to the bi-weekly payroll including, but not limited to the benefit accounts and remitting payments to insurers, unions, agencies and appropriate government departments as required;
  • Preparing, reconciling, and distributing all required annual reports (i.e., T4s, EHT, WSIB, etc.)
  • Responding to requests/queries from employees and external agencies on matters relating to payroll;
  • Critically reviewing and analyzing current payroll, benefits, and tax procedures in order to recommend and implement changes leading to best practice operations;
  • Working closely with People and Culture Employee Wellbeing and Scheduling Systems Administrator to coordinate all adjustments within the database, and to create and monitor the use of pay codes and item codes for accuracy;
  • Examining all HRIS/Payroll system enhancements and upgrades, implementing changes to processes accordingly and communicating necessary information as required;

  • Ability to anticipate the requirements of a task and initiate steps with little direction;
  • Ability to analyze procedural system problems and make effective recommendations;
  • Must have a valid drivers license and own reliable transportation;
