We are one team, with one goal and we all work together to continue making our community great.The OpportunityThe Water Operations Branch is a branch within the Infrastructure Department. The branch’s key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution systems. This includes the repair and maintenance of drinking water treatment systems, water mains, valves, hydrants, residential main shut off valves, repair and replacement and water meters for service billing; the inspection of water mains and services; the installation of Industrial / Commercial / Institutional water services and meters, new home meters and hydrant metered gate valves; the Backflow Prevention Program; the resolution of water quality or water pressure issues/complaints; the maintenance of City standard drawing details for water specifications; and the prevention of infrastructure damage through the locating services for all of the City of Barries buried infrastructure in accordance with "One Call" legislation.Under the general guidance and direction of the Supervisor, the Utilities Instrument Technician position monitors, maintains, troubleshoots, repairs, tests, and calibrates process control instrumentation and electrical equipment to ensure the Water Operations SCADA system has a reliable and stable control platform. Additionally, this position provides technical and/or functional advice, guidance and instruction to Water Operations Branch staff regarding process control instrumentation, electrical equipment and SCADA systems. Lastly, this position provides assistance, input and recommendations to the Supervisor of Ground Water Supply and/or the Supervisor of Surface Water Supply regarding the implementation, installation, upgrade or change to process control instrumentation and/or electrical equipment. Overall, this position plays an integral role in ensuring process control instrumentation, electrical equipment and the Water Operations SCADA system is functioning correctly, safely and at peak performance to support the safe and efficient operation of the City’s drinking water systems.Our Culture and Qualifications of the JobCorporate Culture

Education (degree/diploma/certifications)
  • Three (3) year College Diploma in Electrical Engineering Technology, Instrumentation and Control Engineering Technology or related discipline
  • Valid Industrial Electrician (442A) Certificate of Qualification (840 Hours of In-School Training as outlined in the Apprenticeship Training Standards of the Ontario Colleges of Trades, Ministry of Training, Colleges and Universities)
Experience
  • Six (6) years of experience in order to obtain the Industrial Electrician (442A) Certificate of Qualification (8160 Hours of On-the-Job Training as outlined in the Apprenticeship Training Standards of the Ontario Colleges of Trades, Ministry of Training, Colleges and Universities), including one (1) year of experience working with SCADA services and networks
Knowledge/Skill/Ability
  • General knowledge of the following legislation:
    • Occupational Health and Safety Act
  • General knowledge of Local Area Network (LAN) and Wide Area Network (WAN) communication systems
  • Demonstrated ability to:
    • Perform in a manner which is consistent with corporate goals, vision, mission and values
    • Identify problems, develop and evaluate options, and suggest or implement solutions utilizing reason, judgment and prescribed resources
    • Identify how system changes will affect operations and functionality
    • Conduct inspections and tests of systems and equipment to assess and evaluate the quality of performance
  • Intermediate organizational and recordkeeping skills
  • Intermediate verbal and written communications skills
  • Intermediate computer literacy utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), Microsoft Visio, computer-aided design and drafting (CADD) software, computerized maintenance management (CMMS) software and HMI/SCADA systems
  • Availability to perform overtime and/or emergency response duties
Conditions of Employment
  • Medical documentation to confirm medically fit to wear a respirator
  • Valid Ontario Class “G” Driver’s Licence in good standing
  • Satisfactory Criminal Record Check*
  • Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees will be grandfathered from this requirement.
Other Important InformationLocation: Surface Water Treatment Plant, 20 Royal Parkside Drive, Barrie, OntarioHours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement.Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2021 pay range:
  • Pay Level: Level 7
  • Yearly Salary: $72,321.60 to $86,673.60 per year
  • Hourly Pay Rate: $34.77 to $41.67 per hour
Benefits: This position includes single health and dental benefits, prorated paid sick time based on the expected duration of employment, and prorated vacation time based on calendar year and in accordance with the Employment Standards Act.
