THE ROLEPosition: Talent Acquisition SpecialistLocation: CNS Head Office, Bedford, NS (229 Damascus Road)Reports to: Manager, Human ResourcesWorking Hours: Monday to Friday, 8 AM-4 PM. Occasional hours outside this window will be required when attending recruiting events or traveling to other districts within Nova Scotia.Date Posted: October 25th, 2022Competition Number: CNS 2022-10-25Closing Date: November 4th, 2022Duties and Responsibilities: CNS is actively seeking a Talent Acquisition Specialist at our Head Office in Bedford, NS. The selected candidate will be an analytical, results-driven individual with a strong work ethic and a “Can Do” attitude in everything they do. The selected candidate will contribute directly to CNS’ robust full-cycle recruitment activities and translate hiring needs into strategic recruitment initiatives and implementation. In this role, you must enjoy managing multiple priorities, taking initiative, leading conversations, and exploring innovative talent acquisition methodologies.Working closely with CNS’ leadership, operations, and communications teams to develop a workforce plan, recruitment strategies, and programs that provide for highly robust talent acquisition, you will be directly responsible for the:
  • Targeted recruitment efforts for Canadian Armed Forces (CAF) and Royal Canadian Mounted Police (RCMP) veterans to meet CNS’ social mandate and obligations of the National Master Standing Offer (NMSO).
  • Manage a small team of recruitment professionals in providing hiring solutions to all four (4) CNS Districts across Nova Scotia.
  • Collecting and screening applications for suitability/eligibility, interviewing, and final selection.
  • Effectively using the CNS’ online HR platform (BambooHR) to create job postings, track candidate flow, etc.
  • Coordinating and conducting internal supervisory board panels/competitions
  • Analyzing comprehensive datasets based on job posting analytics, and making real-time adjustments to recruitment strategy
  • Coordinating/attending/liaising career fairs, community events, educational institutions, and veteran societies/groups, as well as fostering employment relationships with external organizations, including job-developing agencies
  • Coordinating with our Training department for our Commissionaires Security Officer Course (CSOC), which includes ensuring all candidates receive proper course instructions.
  • Providing weekly performance reporting to the HR Manager, as well as key stakeholders
  • Preparing data periodically for reporting to Commissionaires’ National Headquarters, as well as programs such as the Federal Contractor Program
  • Creating and revising various HR onboarding documents in compliance with CNS’ three (3) ISO (International Standards Organization) Certifications
  • Ensuring adherence to applicable laws, policies, and labour practices during the recruitment process.
  • Ensure the recruitment process is optimized, efficient, and effective and provides an exceptional experience for all applicants.
WHO WE’RE SEEKINGEligibility RequirementsCandidates must:
  • Be aged 19 or older
  • Be a Permanent Resident of Canada or a Canadian Citizen
  • Not have a criminal record for which a pardon has not been granted
  • Be able to provide fingerprints and complete a criminal record check
  • Be eligible to obtain a Reliability- level Government of Canada security clearance
  • Be able to communicate effectively in English (the ability to work in both official languages would be considered an asset).
Qualifications and Skills:
  • Post-secondary education in a related field (Business, Administration, HR, Marketing), augmented by 3+ years of progressive experience. CNS will consider extensive experience as a possible equivalency to post-secondary education.
  • Experience sourcing best-in-class talent using various recruitment channels, including social media, resume mining, referral programs, networking, branding campaigns, innovative recruitment techniques, and maintaining candidate pipelines.
  • A proven track record of bringing new and creative solutions to talent acquisition opportunities.
  • Possessing a keen eye for detail and demonstrating professionalism in delivering high-quality customer service.
  • Ability to maintain a high degree of confidentiality.
  • Demonstrated communication and collaboration skills involving individuals from diverse backgrounds.
  • Must be very comfortable with public speaking, as presenting and representing CNS in various capacities will be required.
  • Strong computer skills and aptitude in software such as Microsoft Office and recruiting/onboarding platforms. Experience with Bamboo HR will be considered an asset.
  • Understanding of Collective Agreements, NS Labour Standards Code, Canada Labour Code, and other related legislation.
  • A valid Nova Scotia driver’s license is required, as occasional travel within the province will be required.
