About School District 69 (Qualicum)School District 69 (Qualicum) is centrally situated on east Vancouver Island and covers the area of Nanoose Bay to Bowser and spans from Errington across the Strait of Georgia to Lasqueti Island. We serve a student population of approximately 4700 students. School District 69 (Qualicum) consists of eight elementary schools (Grades K-7), two secondary schools (Grade 8-12), an alternate school (PASS/Woodwinds) and a Distributed Learning program to support home-learning families called the Collaborative Education Alternative Program (CEAP). False Bay School on Lasqueti Island is entirely off-grid with an immense solar project recently completed. School District 69 (Qualicum) also embraces many community organizations through various school programs. The area’s natural beauty, never-ending beaches, mild climate and small-town charm make it a popular tourist destination and a great opportunity to have a career in paradise.Immediate Supervisor: Director of OperationsCore FunctionUnder the direction of the Director of Operations the Manager of Operations will be responsible for the supervision and management of employees engaged in the Building Trades as well as Grounds Maintenance. Some of the typical duties include working within the operating budget, developing preventative maintenance programs, participating in all aspects of the Building Trades, Grounds, and new projects as well as maintaining a working knowledge of district policies while suggesting changes where required.This position requires knowledge of the theories, principles and practices of organization and management; administrative processes and support functions common to a school district and principles and practices of personnel, administration, union contracts, safety and employee training programs, local, provincial and federal regulations and codes.Details of Function:

  • Prepare reports, analyze data, and make recommendations for improving specific plant operations and solving maintenance related problems;
  • Review the operation of school plant systems in concert with the appropriate staff to minimize unplanned downtime, anticipate and solve problems in a timely fashion and to identify opportunities for improvement;
  • Initiate and carry out projects that improve efficiency and/or reduce operating costs;
  • Track, analyze and improve key maintenance parameters such as asset utilization, maintenance cost, preventative maintenance compliance, and schedule compliance;
  • Review safety records to uphold standards of maximum safety for all maintenance personnel;
  • Responsible for carrying out and coordination of minor capital works in consultation with the Director of Operations;
  • Monitor minor capital projects, plans and/or strategies implemented and make improvements where necessary;
  • Responsible for managing information related to minor capital projects, repairs and replacements, work order requests, and tangible asset inventory;
  • Ensure compliance with all applicable codes, relevant legislation and regulations;
  • Perform duties and implement plans and strategies as requested by the Director of Operations from time to time;
  • Ensure there is regular communication and timely feedback to school administrators and others regarding status of requests or other information requested.
  • Ensure that workload is distributed fairly amongst maintenance staff;
  • Able to carry out disciplinary action as necessary;
  • Mediate disputes that may occur between maintenance staff when necessary;
  • Annually review facility and grounds condition with respect to safety of students and staff and asset condition in concert with the Director of Operations;
  • Provide specialized technical leadership, advice and expertise to maintenance Leadhands and their staff;
  • Report to the Director of Operations on concerns and /or issues that have a significant or potential impact on the department and/or organization as a whole. These issues may be related to risk management and legal liability, large capital projects, school administration concerns and public relations;
  • Make recommendations to the annual minor capital plan according to information from staff and annual inspections of each property;
Required knowledge, skills and abilities:
  • A Trades certification designation or other appropriate designation. Extensive technical and relevant experience within an educational facilities environment will be considered;
  • A minimum of three years supervisory experience in a unionized environment;
  • Knowledge of maintenance planning and administration;
  • Excellent interpersonal, organizational and communication skills;
  • Demonstrated project management skills related to building operations and maintenance;
  • Strong team building skills and leadership capabilities;
  • Experience in directing and evaluating staff;
  • Strong integrity, analytical thinker, highly organized with attention to detail;
  • Ability to read architectural drawings and specifications;
  • Knowledge of computerized maintenance management system for tracking work orders and reporting of same;
  • Computer literate in a Windows environment and experience in MS Word, Excel, and other applications as required;
  • Ability to lead by example while demonstrating a commitment to continuous improvement through best practices and strategic planning in the field of maintenance and operations.
