  • Prepares documentation, budgets, terms of reference, standards, guidelines and contract
specifications, etc. for, and oversees, inspects and administers a full range of biological resourceand environmental protection measures for major, large, complex programs and projects to satisfyenvironmental plans and objectives, regulatory requirements and contract specifications.
  • Undertakes in-depth studies to determine the environmental impact of major, large and complex
programs and future Hydro facilities.
  • Develops standards and strategies for parameters influencing the biological environment.
  • Prepares recommendations to enhance consistency and quality of standards.
  • Responds to unforeseen environmental concerns not covered by existing regulations for
standards.
  • Ensures consistency in environmental inspection protocols and report preparation.
  • Liaises with outside groups and within BC Hydro including project, field and resource staff.
  • Facilitates meetings with government agency representatives from various Ministries and
branches to determine and incorporate routine regulatory requirements and options forcompliance.
  • Is deployed to the field to respond to unforeseen environmental concerns by coordinating
mitigation and managing related communication inside and outside BC Hydro.
  • Provides technical direction to external consultants, crew leaders and staff in lower-level Natural
Resource positions engaged in environmental inspection and related activities, to ensureconsistency, quality control requirements, standards, guidelines.
  • Provides work leadership to and performs all the functions of the Natural Resource Specialist 3
job.
  • Performs duties of a minor nature related to the above duties that do not affect the rating of the
job.Qualifications:
  • Completed a Bachelor degree in Natural Resource or Completion of a Bachelor degree in
Natural Resource or Environmental Studies with at least eight (8) years of relevant workexperience or as an equivalent, completion of Technologist Diploma in Natural Resources orEnvironmental Studies with nine (9) years of relevant work experience.
  • Must be eligible for membership with the College of Applied Biology.
  • Valid BC Drivers Licence required.

  • The preferred headquarter location for this opportunity is Edmonds (Burnaby) however we may
be willing to consider LMS (Surrey), Mission, Squamish, Castlegar, Revelstoke, Kamloops,Campbell River and Vernon as alternate headquarter locations depending on operationalrequirements and this can be discussed further in the selection process. Please note this flexibilitywould also be subject to workspace availability.
  • A condition of employment for this job is that you maintain your Class 5 Drivers License in good
standing.
  • A fisheries/aquatic technician or biologist is desirable.
  • Completion of a Bachelor degree in Zoology/Biology/Agriculture or equivalent combination of
education (e.g, a Diploma of Technology in Fisheries or Wildlife Resources) and experience is anasset.
  • Requires short-term travel in Lower Mainland and to other regions of BC.
  • As part of the Fish and Aquatic Issues team in Environment, this position acts as a Subject
Management Expert (SME) with respect to fish-hydro interactions for the following portfolios:
  • Water License Requirements: the SME develops, revises and oversees the implementation of
study Terms of Reference to answer key management questions associated with facility WaterUse Plans;
  • Total Dissolved Gas and Fish Entrainment Strategies: the SME develops and implements Action
Plans that manage TDG and Fish Entrainment risks to address Fisheries Act Requirements;
  • Fish Passage: the SME develops and implements studies and supports external committees to
address fish passage under BC Hydro’s Fish Passage Decision Framework.
  • Fish and Wildlife Compensation Program: the SME provides advice and oversees the
implementation of Action Plans and reviews applications for funding to the FWCP to ensure theyare technically feasible and meet the priorities outlined in the Action Plans;
  • Operations, Capital and Regulatory Support: the SME provides key advice to each of these
portfolios to ensure consistency, technical competence and efficient response to environment riskmanagement issues;
  • Approved Work Practices: the SME will identify opportunities to streamline regulatory processes
and improving work practices to manage environmental risks associated with high frequency/highrisk work in BC Hydro, and will be responsible for developing AWPs and getting them approved byBC Hydro and our regulatory partners;
  • This portfolio also includes the development and oversight of environmental programs related to
key First Nations portfolios, including negotiations and collaboration to achieve multiple objectives.
  • Spends approximately 30-40% of time in the field.
  • Exposed to all types of weather conditions at work sites that may be remote.
  • Approximately 10% of time is spent in a vehicle.
  • Regular exposure to river and lake conditions when performing field work.
  • May be required to operate boats, snowmobiles, ATVs, 4x4 trucks on rough access roads.
  • Climbs or walks on uneven, steep and/or rough terrain in all weathers during field work.
