This role requires a technically proficient, outgoing, and innovative individual to work on the siting of transmission facilities. The successful candidate will be expected to effectively work on a cross functional project team within a matrix organization and contribute as a key project team member to project objectives for cost, quality, schedule and safety. The Right-of-Way Planner is accountable for the route and site selection for new and upgraded transmission lines, substations and communications facilities and will report to the Manager, Siting.Responsibilities:

  • Evaluate and select transmission line routes and substation sites which optimize siting criteria and meet the needs of our customers and affected stakeholders.
  • Draft and manage regulatory filings for a large number of projects by working with the Regulatory group and project managers.
  • Accountable for agency consultation with levels of Government, industries, other utilities, pipeline owners, etc. that may be impacted by the transmission project, and ensuring required approvals and mitigation measures are in place to facilitate effective project execution.
  • Prepare applications for submission to the Alberta Utilities Commission (AUC) and respond to information requests.
  • Coordinate consultants providing services in support of the siting of transmission line and substation projects.
  • Provide hearing support where needed.
  • Participate in customer meetings as the siting representative to discuss the development of projects through the regulatory process.
  • Participate in appropriate stakeholder participation processes to inform and gather input that may influence the siting of project facilities.
  • Participate in any open houses required to obtain public input and consult with stakeholders as the siting lead for the project.
Requirements
  • A related degree or diploma, such as Planning, Forestry, Geography, GIS, Environmental, Agricultural, engineering technology or equivalent.
  • LA4 - requires a minimum of 3 years siting experience.
  • Proven ability/experience in the above noted responsibilities.
  • Experience in land use coordination, land acquisition, planning of linear facilities, or dealing with land use or right-of-way issues.
  • Experience with GIS software such as ArcGIS would be an asset.
  • Experience in dealing with regulatory requirements and approval processes for facilities. Experience appearing as a witness in regulatory hearings would be an asset.
  • Experience in stakeholder consultation or public communication forums. Membership in the International Association of Public Participation would be an asset.
  • Experience working in a developed project management organization or environment. Experience working with external customers in delivering projects an asset.
  • Experience in transmission line design/construction or a general knowledge of transmission lines and substations would be an asset.
  • Excellent verbal and written communication skills.
  • Strong team player.
  • Strong organization and time management skills.
  • Effective interpersonal skills to interface with team members, customers and stakeholders to promote positive outcomes.
  • Political acuity and judgement.
  • Must have a valid driver #39;s license and be able to accommodate overnight travel within Alberta.
  • Proven track record of good attendance and performance.
