Job Description

Kelly Engineering is currently seeking an experienced Project Procurement Manager to join a long-term team in Calgary, Alberta! The Project Procurement Manager creates value by ensuring that the project teams use company Global Purchasing strategies and achieve project goals relating to cost, delivery, quality and safety through Global Project Methodology (GPM) and the capital procurement work processes. This role achieves these goals by developing and implementing project supply strategies and procurement management plans for projects they are assigned. This role ensures that procurement involvement with project teams globally delivers the maximum possible value to the Dow Businesses, Joint Venture (JV) or 3rd party affiliate partner.The PPM is a planning and implementation role in the Strategic Sourcing Center for MRO/Capital/EPC Purchasing and the role serves as the primary interface between Global Purchasing, the Dow Business, JV, or 3rd party affiliate Company, and the owner project team for the sourcing and purchasing of all equipment commodities, materials, and construction labor and services for a project. The PPM is a key member of the project team and actively leads, influences, and engages to help determine overall project procurement needs, and presents these needs and opportunities to Dow’s Global MRO/Capital Category Leaders, Sourcing Managers, Sourcing Specialists, and EPC Directors and/or EPC Contract Managers, as applicable, such that optimum contracting and/or sourcing opportunities on their assigned projects are established and executed successfully. The PPM provides support on Dow Model A execution projects (internally executed projects with Dow Engineering Solutions) and/or Model B and C execution, where the EPC or EPCm services are outsourced to a 3rd party EPC/EPCm company.Interaction with BCPL The Business Capital Purchasing Leader (BCPL) role has been established to oversee end to end business project portfolio performance. The BCPL responsibilities include:

  • Identifies the business project portfolio resourcing needs and works with BCPL Team and GCP to maintain balance of resourcing,
  • Ensures the Business Capital Plans are understood and aligned throughout MROCE.
  • Manages business project portfolio metrics.
  • Maintains functional leadership for aligned PPMs.
The PPMs are accountable to the BCPL for the effective planning and execution of assigned capital projects and to ensure the MROCE Purchasing Category Strategies are executed in assigned capital projects. The PPM is responsible to the BCPL for:
  • S amp;OP data
  • Effective Sourcing Metrics
  • Capital Execution Project Reports
  • Communication/escalation with appropriate portfolio BCPL
Primary Responsibilities:
  • Ensures that the strategic sourcing activities and procurement operating discipline (e.g., within Global Project Methodology, Global Turnaround Methodology) is followed to help assure project efficiency and purchasing effectiveness.
  • As a key member of the project team, the PPM helps determine overall project needs, and presents these needs and opportunities to Strategic Sourcing Center team, e.g., Category Leaders, Sourcing Managers, Sourcing Specialists, EPC Directors and EPC Contract Managers.
  • Provides consulting, training, guidance, and leadership as a key project team member in support of capital or expense projects, as applicable, including potential business account relationships.
  • Positively impacts project strategy through detailed working knowledge of Dow systems, business policies, procedures, ethics, legal issues and external suppliers.
  • Identifies strategic value contribution opportunities and defines value contribution projects based on business discussions and interfaces with the business and/or project.
  • Identifies aggregation opportunities for Category Leader or Sourcing Manager negotiations.
  • Verifies that appropriate attention is given to all aspects of procurement by monitoring information and conformity to established practices.
  • Coordinates the identification of suppliers capable of meeting Dow #39;s needs.
  • Enables SMT / SMAT strategy implementation efforts by Category Leaders, Sourcing Managers and Sourcing Specialists.
CRITICAL SUCCESS FACTORS:
  • Beginning/Intermediate knowledge of the Purchasing system(s) and the information systems that interface with SAP / Diamond Systems.
  • Intermediate/Advanced knowledge of standard core software (MS Office)
  • Excellent oral and written communication skills.
  • Understanding of internal work processes that interface with Capital Purchasing.
  • Must work well with internal partners and suppliers to understand the processes, identify gaps, investigate root causes, and initiate process improvements.
  • Utilization of data analysis skills to effectively identify value opportunities.
  • Demonstrated leadership abilities and teamwork skills.
KNOWLEDGE REQUIRED:

  • Purchasing policies
  • Conflict resolution process
EDUCATION/CERTIFICATION/EXPERIENCE REQUIREMENTS:
  • Bachelor’s Degree and 5+ years of related experience
  • In addition to the Microsoft Tools below, users work in Purchasing System (SAP):
  • MS Word - Intermediate proficiency creating documents
  • MS Excel - Intermediate proficiency managing data in Excel
  • MS Outlook - Manage and accurately file and label e-mails
  • Intranet/Internet - Competent in web searching (find topics independently, research information)
  • SAP - Understand how data is best managed, linked and queried in databases.
  • MS PowerPoint - Intermediate proficiency
