To learn more about our organization visit our website www.oclgroup.caThe RoleWe are currently recruiting an experienced Estimating Manager to lead our estimating team. This role will support our various divisions and business units. This position is based out of the head office in Edmonton, AB and reports into theChief Business Officer. The Estimating Manager will assist, support and lead the estimating team with a variety of project pursuits in civil, mechanical, piping, mining and industrial construction scopes. As a key member, we are looking for a natural leader who is able to quickly build rapport with his/her team, senior management, clients and project staff. The ideal candidate is an exceptional technical writer with at least five years of progressive estimating experience and a proven ability to lead successful teams. As the Estimating Manager, you will be responsible for ensuring OCL maintains an exceptionally high quality of proposal, as well as developing supplementals alongside our strategic managers.Our CultureOur employees would describe the work environment as team based, fast paced and entrepreneurial. Key Duties/Responsibilities
  • Lead, mentor and train a team of civil, mechanical and piping estimators.
  • Bidamp; gate reviews with the discipline leads and operations personnel.
  • Performance management which includes providing ongoing coaching, giving timely feedback and performance improvement as required.
  • Oversee departmental budgeting and staffing requirements.
  • Analyze and compare bids to review lessons learned continually striving to develop better estimates, processes and procedures .
  • Provide qualifications and written assumptions that can be discussed with the engineers or the owner while reviewing estimates.
  • Assist Business Development and Sr. leadership with securing new work.
  • Develop relationships with OCL’s key vendors and subcontractors
  • Assist the project teams in reviewing change orders as required.
  • Present cost estimates and other reports to upper management.
  • Oversee and coordinate proposal development, engaging multiple disciplines.
  • Provide strong technical writing support to the estimating and project management teams and work closely with subject matter experts, identifying benefits and value-add content for proposal submissions.
  • Implement and monitor the proposal process striving for continuous improvement.
  • Conducts detailed analysis of the contract documents and specifications to determine overall project requirements identifying any associated risk factors, including the monitoring of published addendums that may alter the original scope of the project.
  • Completes final cost estimate of a project through the use of Ineight software, incorporating all labor, equipment, and material data, pricing documentation, overhead and profit margins.
  • Takes the lead in the development of conceptual estimates and conventional bid submissions with or without complete drawings and specifications.
  • Acts as a liaison with external consultants and project management organizations to estimate project budget requirements and coordinates tender development process on behalf of clients.
  • In conjunction with the Project/OPS Manager reviews special proposal requirements and makes recommendations.
  • Solicits pricing from subcontractors and suppliers for labor, equipment and materials, in order to ascertain the lowest price while meeting OCL’s safety and quality standards.
  • Completes final bid submission review and oversees the final tender document submission to the client on behalf of OCL.
  • Analyzes and determines productivities.
  • Organizes bid closing assignments to meet submission deadlines on closing day..
Educational/Work Experience Requirements
  • Undergraduate degree in engineering or post-secondary diploma in a construction related discipline or quantity surveying.
  • Minimum of 5+ years of estimating experience in the construction industry. Preference will be given to those who have previous estimating experience in heavy civil and industrial construction.
  • Extensive knowledge of key principles involved in bid preparation, including quantity take-off procedures, sub-trade procurement, pricing and bid closing procedures.
  • Proven ability to handle multiple projects at one time managing stress and tight deadlines effectively.
  • Ability to identify competitors and understand current market conditions.
  • Ability to recognize risks and opportunities, analyzing and determining the associated costs, impacts to schedule and creating mitigation plans as required.
  • Past experience in the supervision of junior and intermediate level employees.
  • Ability to use industry relationships with our trade partners to create a competitive advantage.
  • Excellent verbal and written communication skills.
  • Experience with estimating software such as InEight is considered an asset.
  • Ability to review and understand Primavera P6 or Microsoft Project schedules.
  • Sound knowledge of computer software such as Microsoft and Google Office Suite, Google Sheets/Docs/Drive and BlueBeam.
