Join us!Job SummaryThe Manager, Design and Construction is responsible for leading and supervising a team of engineers, consultants, contractors, and project managers as they lead both internal and external construction projects from initial concept to completion. The role assesses project safety plans, site assessments, and conducts on site evaluation of processes for safety conformance.Main ResponsibilitiesProject Management- Coordinate internal and external capital expenditure projects- Coordinate and schedule construction activities including work blocks and material ordering- Oversee construction activities in the field including being present at work blocks, cutovers, and throughout the construction process to ensure that work is being performed in accordance with CN standards- Complete exposure reduction discussions, job briefing discussions, hazard identifications, and field verifications of life critical rules for projects- Audit active construction sites and validate that employees and contractors are observing safe and proper work practices and review new safety flashes with the team- Handle projects with both internal and external stakeholders- Coordinate and handle capacity upgrade and other projects for internal functions- Contribute, present and receive approval for the costing and estimates for projects- Handle internal stakeholders to ensure that projects meet requirements by using appropriate resources- Work with external stakeholders to review and comment on designs and complete construction projects (e.g., turning a level crossing into a grade separation)- Collaborate with and support the Manager, Public Works during negotiations with local municipalities regarding project elementsProject Tracking- Ensure that projects are completed within established timelines as defined with internal stakeholders and within budget- Collaborate with the Track, Bridges and Structures, Flagging, and Signals and Communication teams to ensure that projects are meeting the established milestones- Handle the external stakeholders such as customers, government agencies, regions and municipalities during the construction projectsAssistance and Technical Support- Collaborate with other functions on construction projects within CN- Provide internal assistance and guidance to support completion of construction projects with other internal functions- Aid on general design principles, engineering drawings and ensure that specifications are accurate- Provide technical support and coaching to Operations on track geometry, track layout or any concern raised by the track team- Review and comment on plans and drawingsOperational Issues- Resolve internal issues and provide visibility to upper management- Respond to emergencies such as operational issues, service disruptions including derailments, washouts and other natural disasters- Perform strike duty in the event of a strike by unionized CN employeesWorking ConditionsThe role has standard working conditions in an office and field environment with a regular work week from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires being available on-call 24/7 to respond to critical incidences and working long hours and weekends occasionally to complete projects. The role requires frequent travel (up to 75%) during peak construction season within the assigned territories in Canada and the United States (U.S.).RequirementsExperienceDesign and Construction- Between 7 to 15 years of experience in construction- Experience in managing and mentoring junior staff (Engineers and Technicians)- Railway experience (Passenger and Freight)- Experience in combined traffic railroad corridor design and construction- Experience in track survey, track design, bridge design, and specification writingAny experience for these above would be considered as an assetEducation/Certification/Designation- Bachelor #39;s Degree in Civil Engineering- Civil Engineering Technology Diploma or related degree- Professional Engineers (P.
