The Town of Cochrane is located in the breathtaking Bow Valley corridor in the foothills of the Rocky Mountains in southern Alberta. The Town of Cochrane welcomes innovative and skilled individuals to join our team of over 250 employees.The Town of Cochrane’s Financial Services department is responsible for financial management, budgeting and auditing, accounts receivable, accounts payable, and utility service connection and billing. The Assessment & Taxation department oversees all property assessments and tax billing. They provide a high level of customer service to the public, Cochrane taxpayers, Town council and other Town departments. These teams of hardworking professionals and administrators are evolving and responding to the Town’s increasing population and financial complexities; they are dedicated to process improvements and contributing to the long-term financial success for the Town. Theyre looking for a General Clerk – Finance and Tax to share within both teams.The General Clerk – Finance and Tax is involved in supporting the daily financial operations at the Town. This position is responsible for overseeing the cash receipting for the Financial Services and Assessment & Taxation teams. They ensure the integrity of all Tax, Animal License, Utility and General Accounts Receivable accounts for the Town. Want to be a part of this exciting timeOn a day-to-day basis the General Clerk might be doing some of the following:

  • Processes cash payments for taxes, utilities and general accounts receivable, received via banking institutions, through Cochrane’s municipal online portal “eServices”. Requires routine reconciliation of payments received and following up on discrepancies.
  • Supports Customer Service Representative team with cash payment data entry questions. Work with the Financial Services Accountant and/or Senior Accountant to resolve non-routine errors in cash payments.
  • Maintains the tax and utility auto-pay plan, assist customers with preparing documents and ensure changes are up to date, transmission of payments to the bank.
  • Assists the Tax team with entering and maintaining mortgage account information/school support declarations.
  • Leads the daily routines for Animal Licensing (AL). This includes monitoring the AL inbox, and responding to inquiries regarding new accounts, account inactivation and updates to customer records. Includes data entry for new licenses and maintaining animal license tags in adherence with established procedures.
  • Processes annual AL renewals which include ensuring reliability of AL records.
  • Provides back-up support for processing general Accounts Receivable accounts including generating, reviewing, and correcting invoices. Ensure the set-up, maintenance and closing of accounts within the financial system.
  • In accordance with outlined procedures, administers the collection process to obtain outstanding account balances owed by businesses and residents for tax, utility and general AR customers.
  • Ensures compliance with provincial and municipal regulations as they pertain to taxes, utilities, and general municipal collections, and to corporate records.
  • Maintains procedures for municipal cash handling.
  • Supports the preparation of Tax, Accounts Receivable and Utility reports to balance monthly sub-ledgers.
  • Maintains physical and electronic filing systems.
  • Works with various stakeholders to resolve system breaks and test updates.
  • Provides support for the interim and year-end audits.
  • Provides back-up support to the Customer Service Representative, Tax and Financial Services teams as required.

  • High School Diploma or equivalent
  • Basic accounting knowledge and work experience
  • Experience working with MS Office suite; Intermediate Microsoft Excel skills are required
  • Experience working with Microsoft Dynamics GP, Diamond software is considered an asset
  • Experience with cash handling and answering public enquiries
  • Knowledge of municipal government considered an asset
  • Ability to troubleshoot and analyze data
  • Time-management ability
  • Excellent customer service skills
  • Ability to maintain confidentiality
  • Adaptable to changing work priorities and timelines
  • Ability to work independently and as a team member
  • Excellent organization and records management skills
