Role OverviewProactively ensure Company safety policies and procedures are being adhered to while meeting and/or exceeding regulatory requirements. Conduct site inspections, provide formal and informal training to superintendents and field workers, educating them on our safety policies and procedures. This role is to be performed with high standards of professionalism, verbal and written communication, documentation, and confidentiality. This is a “hands-on” position that will involve working outdoors for 50% of your day. The other 50% will be spent performing administrative functions on site. This position also requires ladder use, going up and down stairs, and walking on uneven ground and may involve lifting and carrying up to 50 pounds. The Site Safety Coordinator is exposed to weather and site conditions and will need to dress appropriately.Responsibilities
  1. Always strive for “zero harm” worksites. This is achieved through training, coaching, communication, raising awareness of hazards and risks, etc.
  1. Work with management, site superintendents, foremen, and site safety personnel to ensure Pagnotta safety is constantly improving and evolving.
  2. Correct unsafe acts or conditions through the regular line of authority.
  3. Communicate relevant information to the appropriate personnel to constantly improve Pagnotta Hamp; S processes and systems.
  4. Reduce employee injury and illness related costs, including medical care, modified duty, and disability benefit costs through Modified Duty program.
  5. Ensure each site, new and existing, meets all legislative requirements.
  6. Ensure adequate safety supplies are at each site, inspect fire extinguishers, and inspect first aid kits. (Complete Site Safety Requirements Form).
  7. Respond to employees’ safety concerns.
  8. Responsible for monitoring and assessing hazardous and unsafe situations.
  9. Develop measures to assure personnel safety.
  10. May exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
  11. The Safety Advisor maintains awareness of active and developing situations including job progress which may lead to new or additional risks.
  1. Incidents — When an incident occurs, ensure adequate first aid equipment and personnel are on scene to minimize the damage from the incident.
  1. For all incidents, follow Accident Investigation Procedure.
  2. Report incident to Director EHS, Superintendent and Project Manager
  3. Train employees in incident investigations
  4. Review all incident reports to ensure accuracy, completeness and evaluate actions taken.
  5. Ensure that government reports are completed within legislated timelines.
  6. Determine the need for policy and procedure change as a result of the investigation process.
  7. Ensure Corrective Actions are implemented to minimize the damage and prevent reoccurrence of the event, ensure all corrective actions are implemented.
  8. Ensure all paperwork is adequately filled out, including WCB reports, Incident Investigation report, etc.
  9. Assist and work with any employees that are on Modified Duties/ Return to Work
  1. Statistics — Keep accurate records for each site:
  1. Coordinate safety meetings with site safety personnel as applicable and attend and participate in health and safety meetings on site.
  2. Perform inspections, toolbox talks and safety meetings (weekly)
  3. Ensure inspections, investigations, FLHA’s and all necessary paperwork is completed, submitted, and filed appropriately.
  4. Ensure all Hamp; S paperwork meets the requirements for COR audits.
  5. Submit Healthamp; Safety report to Pagnotta management (weekly / monthly)
  1. Evaluate worksite operations, assessing the risks involved and provide solutions to hazards:
  1. Ensure controls mentioned in inspections, toolbox talks and on FLHA’s are implemented.
  2. Report hazards and make written recommendations for superintendent and / or foreman.
  3. Assist in reviewing and implementing the safety and health program for the project.
  4. Listen to and bring forward worker concerns.
  5. Prepare emergency response plans.
  6. Review safe work procedures for the task with applicable workers and ensure subtrades are following their SWP’s.
  7. Support the development and implementation of OHS policies and programs.
  8. Advise and instruct on various safety related topics (noise levels, use of machinery, etc.).
  9. Conduct risk assessment and enforce preventative measures.
  10. Conduct job hazard analysis
  11. Ensure preparation and implementation of Site Safety and Health Plan (SSHP).
  12. Review site emergency management plan
  13. Train and carry out drills and exercises on how to manage emergency situations.
  14. Ensure all inspection logs are maintained for all equipment including crane, rigging, hoisted equipment, mobile equipment, etc.
  15. Participate in planning meetings to identify any health and safety concerns inherent in the operations daily work plan.
  1. Inspections
  1. Periodically inspect tools and equipment for damage
  2. Verify compliance with maintenance policies.
  3. Complete formal inspections in your areas of responsibility (weekly)
  4. Complete “Site Safety Requirements” checklist monthly
  5. Provide guidance to management and supervision regarding the inspection process.
  6. Review inspections for trends relating to site conditions and common issues.
  7. Complete fuel storage inspections checklist
  8. Complete Engineered Equipment Inspection Weekly
  9. Provide training on how to complete inspections.
  10. Ensure pre-op inspections are conducted on all PME.
  11. Ensure operators of PME are certified.
  12. Completed inspections will be reviewed with the site supervisor and deficiencies addressed.
  13. Copies of the inspections will be forwarded to management for review.
  1. Investigations
  1. Participate in investigations where required or requested.
  2. Train employees in incident investigations.
  3. Lead investigations into serious incidents.
  4. Review all incident reports to ensure accuracy, completeness and evaluate actions taken.
  5. Ensure that government reports are completed within legislated timelines.
  6. Determine the need for policy and procedure change as a result of the investigation process.
  1. Personal Protective Equipment
  1. Conduct workplace hazard assessments to determine the presence of hazards that necessitate the use of PPE.
  2. Maintain records on hazard assessments.
  3. Ensure that PPE standards are developed for the tasks performed.
  4. Include PPE use as a component of work site inspections.
  5. Provide guidance on the proper selection and purchase of approved PPE.
  6. Provide training and technical assistance to supervisors and workers on the proper use, care, and cleaning of approved PPE.
  7. Periodically re-evaluate the suitability of previously selected PPE
  8. Review, update and evaluate the overall effectiveness of the PPE Program.
  9. Report to management on all aspects of the PPE program
  10. Follow the applicable Code of Practice for all specialized PPE.
  1. Environmental:
  1. Follow established environmental policy, procedures and practices including Ground Disturbance Code of Practice
  2. Ensure spill kit is available and adequately stocked as per “Site Safety Requirements” checklist
  3. Ensure that established environmental policies are administered in all areas of business
  4. Support training and information awareness programs for all field operations.
  5. Ensure that employees and subcontractors are aware of and effectively proactive the policies and procedures set out in the environmental protective plan
  6. Participate in investigations here required and or requested
  7. Lead investigations into serious environmental incidents
  8. Provide support to all employees of Pagnotta
  9. Review environmental incident investigations reports to ensure accuracy, completeness and evaluate actions taken
  10. Ensure regulatory reports are completed within legislated time frames,
  11. Determine the need for environmental procedure and / or policy changes as a result of incidents.
  12. Inspect the site to ensure it is a hazard-free environment.
  13. Coordinate registration and removal of hazardous waste.
  1. Monitor Subtrades
  1. Project Safety Management Plan
  2. Ensure all applicable Safe Work Plans are submitted satisfactorily to Pagnotta and meets our requirements (Fall Pro, Exposure Controls, etc.)
  3. Ensure Pagnotta receives all necessary documentation (SDS, Training Certs., Safety Manual, SWP’s, etc. (Weekly Safety Reports, Incident Investigations, Site Inspectionsamp; Investigations)
  4. The Safety Advisor reviews and approves all subcontractor’s safety plans.
