Job Description

The Municipality of North Cowichan (population 32,000) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. Our communities of Chemainus, Crofton, Maple Bay and the South End are home to a multitude of artistic, cultural and outdoor recreational activities. Reporting to the Director, Information Technology and Business Solutions, this position is responsible for the development, implementation and maintenance of the Asset Management Plan. Core responsibilities include:

  • Lead the development and implementation of MNC #39;s asset management practices, policies, performance, and strategic objectives
  • Lead the implementation of the asset management system, including direction on development of business requirements and migration of existing business processes
  • Create and update MNC #39;s asset management plans
  • Work with internal and external contacts to build asset management capacity
  • Coordinate the activities of asset management working groups
  • Develop and implement standards and processes to identify and collect data throughout the asset life cycle for capital planning, capital project delivery, financial reporting, and asset management activities
  • Leads condition assessments and develops written documentation related to Asset Management.
  • Assesses asset management activities and ensures asset registers and other databases are up to date.
  • Oversees the provision of resources and information to other divisions required to maintain assets, and works with Financial Services to support the financial planning needed for maintenance and replacement of assets.
Required Skills, Qualifications and Abilities:
  1. Completion of a professional designation, certification or diploma in a relevant field including but not limited to:
  • Professional Accountant (CPA),
  • Professional Engineer (P. Eng)
  • Institute of Asset Management Certificate
  • Professional Certificate in Asset Management, or Project Management Professional (PMP)
  • Training inquot;National Asset Management Strategy (NAMS) quot; preferred.
  1. 5 years of related experience in asset management in a local government setting and completion of formal asset management training would be preferred. An equivalent combination of education and experience may be considered. Previous experience in project and change management related to asset management would be an asset.
  2. Considerable knowledge and experience in municipal asset management practices and standards, and a practical understanding of computerized maintenance management systems.
  3. Strong interpersonal, communication, presentation, facilitation, problem solving, decision making, and general management skills.
  4. Strong computer skills relating to Asset Management Software, GIS, databases, and Microsoft Office Suite software.
  5. Ability to lead, coach, and motivate staff in a team environment.
  6. Advanced ability to deal with matters or issues with tact and diplomacy.
  7. Ability to establish and maintain effective working relationships with representatives of government, consultants, developers, the general public and Municipal staff.
  8. Advanced ability to influence others and achieve results.
  9. Experience in writing reports and presenting to Council, Committees and large groups of people.

The successful candidate will be required to undergo a police information check.
