Job Description

Job Summary: Under the general direction of the Director of Infrastructure, the Community Services Manager will be responsible for; supervising staff, overseeing the Facilities and Recreation Divisions, overseeing the weed and animal control operations, developing facility maintenance plans, equipment purchase and general maintenance plans, supporting an effective safety program, managing Community Services related work contracted to third-parties, managing departmental budget, preparing reports/ recommendations for the Director, providing quality customer service, and performing other duties as assigned by the Director.Duties and Responsibilities: Supervise the work of employees (direct and second removed) by;

  • Recruiting, assessing and selecting new staff, and seasonal staff
  • Establishing work priorities and schedules,
  • Directing and monitoring work performance, addressing performance issues in a timely manner,
  • Reviewing and approving time sheets; including the approval of overtime work/emergency response,
  • Providing effective orientation, training, work performance monitoring, performance documentation, accurate timekeeping and general supervision,
  • Ensuring adherence to the Manitoba Workplace Safety & Health Act and regulations, RM policies, operational procedures and processes.
Oversee the operation of the Public Services & Facility Division by ensuring:
  • adherence to general RM public service and facility maintenance, as per RM policy and procedures,
  • preparation and maintenance of parks, trails, municipal grounds, soccer and baseball fields,
  • timely grass cutting of boulevards and municipal grounds,
  • preparation, planting and weeding of flower gardens and beds throughout the RM,
  • effective completion of caretaking and janitorial duties in the arena, banquet hall, and other RM spaces used routinely by the public,
  • timely creation, maintenance and removal of arena ice,
  • maintenance of outdoor rinks/ice,
  • installation, inspection and maintenance of RM playground structures and equipment,
  • the maintenance of detailed records and files regarding division activities and associated costs,
Develop facility maintenance plans, equipment purchase and general maintenance plans including;· Ensuring a detailed inventory of facilities, equipment and supplies, including condition reports,· Creating records and files regarding maintenance activities and associated costs,· Developing and ensuring adherance to equipment and facility management standards (such as frequency of maintenance and facility life cycle standards for replacement).· Procurement and/or leasing of required vehicles and equipmentOversee the weed and animal control operations of the municipality,· Ensuring compliance with RM policies, and provincial regulations as well as adequate and responsive;
  • Animal control operations,
  • Municipal weed control program,
  • Dutch Elm Disease management program,
· Administering the Mosquito and pest control program.
  • Oversee the duties of municipal noxious weeds inspector, the sub-inspector and the municipal weed control program,
  • Initiating the mosquito and pest control program,
· Administering the municipal Dutch Elm Disease management program,· Monitor and work with the Director of Infrastructure regarding weed and animal control measures as required.· Developing and implementing aquatic weed and algae control methods for Stormwater Retention Basins.Oversee the operation of the Recreation program by: · Supervising the Recreation Services Coordinator and the daily operation of the Recreation Services Division & recreation programs,· Ensuring the availability and delivery of the RM’s Farmers Market and other Community Events as authorized,· Supporting the effective administration of the RM’s internal booking and contracting-out of RM facilities,· Ensuring safe recreation and municipal facilities by adhering to appropriate building codes and other related standards.Support an effective safety program by;
  • Providing Tailgate talks and arranging for other safety training,
  • Maintaining safety training records on each employee,
  • Participating in the RM’s Workplace Safety & Health Committee,
  • Ensuring the provision and requirement of staff to use appropriate personal protective equipment,
  • Reviewing and revising safe work procedures, and other administrative safety-related practices and procedures as required
  • Responding to incidents and reporting to Workplace Health and Safety as required.
Manage Community Services related work contracted to third-parties by;
  • Securing contracted services by drafting, evaluating and selecting contractors utilizing endorsed RM procurement procedures and practices,
  • Ensuring adherence to Workplace Safety & Health Standards and relevant RM policies, operational procedures and processes,
  • Monitoring the work ensuring compliance with the job requirements and identified budget,
  • Receiving and reviewing final reports and or signoffs as required.
Effectively manage departmental budget by;
  • Annual preparation of Community Services Department budget,
  • Scheduling projects and developing cost estimates/projections and drafting procurement documents (RFQ/RFP/Quotations) with detailed scope of work,
  • Appropriately tracking and reporting on expenditures,
  • Ensuring services are delivered within identified budget, or if additional funds are required that appropriate steps are taken to secure additional budget,
  • Assisting the Director of Infrastructure in budget preparation for operating, long-term and capital planning,
  • Prioritizing fleet equipment replacements and make long term fleet recommendations for capital planning,
  • Continued review of asset management information for capital replacements.
Prepare reports, recommendations for the Director as required by;
  • Meeting with the Director of Infrastructure and other municipal leaders as required,
  • Informing the Director of Infrastructure of planned maintenance and emergencies that may, or have had an impact on service,
  • Researching, evaluating and recommending operating efficiencies, capital projects and best practices and strategic plans with respect to department activities,
  • Recommending departmental short-term and long-term plans to ensure current services as well as future capacity to grow with the RM,
  • Preparing and providing daily/weekly/monthly/annual reports as required,
  • Drafting department related by-laws and policies,
  • Collaborating with the Operations Manager, the Community Development Planner, the Utilities Manager, and other stakeholders regarding recommended Council direction as required.
Provide quality customer service by;
  • Striving to ensure the consistent provision of Community Services Department related services,
  • Responding to Community Services related emergency callouts, public enquiries and concerns, as required,
  • Managing the RM service request and tracking system,
  • Responding, or ensuring response to customer inquiries in a timely and respectful manner.
Represent the RM’s operational perspective at related events, meeting, forums and other such assemblies.Perform other duties as assigned by the Director of Infrastructure.Knowledge, Skills, and Abilities: · Demonstrated ability to effectively supervise and manage employees,· Ability to establish priorities, and action work objectives with a high level of independence and minimal supervision,· Knowledge of facility management as it relates to municipal buildings and infrastructure, (experience in this area considered an asset).· Working knowledge in the safe use, operation and preventative maintenance of various equipment to which assigned.· Ability to establish priorities and action work objective with a high level of independence and minimal supervision.· Ability to coordinate, organize and problem solve.· Ability to communicate effectively verbally and in writing.· Demonstrated ability to deal with the public in a respectful manner,· Ability to establish and maintain working professional working relationships.· Ability to organize and present information at public meetings.Credentials and Experience: · Post secondary education (Diploma, Certificate, Degree) in areas such as civil/construction management, business/agribusiness, Certified Engineering Technologist considered an asset, or an equivalent combination of education and experience.· Minimum 3 (three) years’ experience in a municipal work environment.· Demonstrated ability to effectively supervise and manage employees with a minimum three (3) years supervisory experience.· Working knowledge of the Microsoft Office (Work, PowerPoint, Excel, Dynamics, and Outlook).· Understanding of heavy equipment, road construction, rink/ice maintenance, mowers/large scale grass cutting would be an asset.· Ability or willingness to secure knowledge of weed species, weed control applications, herbicides and pesticides within 1 year of hire.· Knowledge, or willingness to secure AutoCAD and GIS knowledge within 1 – 2 years of hire.· Ability to respond emergencies within and outside of regular hours as required.· Valid Class 5 Manitoba Driver’s License.· Satisfactory Criminal Record, and Child Abuse Registry Check.Working Conditions and Physical Demands: · Ability to respond to emergency call outs as required,· Work requires climbing, kneeling, crouching, reaching, standing, walking, pulling, lifting and grasping,· Communication is required for expressing or exchanging ideas by means of the spoken and written word,· Hearing is required for safe operation of machines, and operation of motor vehicles or equipment,· Subject to inside and outside environmental conditions, extreme cold, extreme heat, and noise.Job Type: Full-timeSalary: $89,545.00-$101,312.00 per yearBenefits:
