Our main responsibilities are:

  • funding supports for municipalities
  • a system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
  • protections for new home buyers and required licensing for home builders
  • province-wide support for access to public library services for Albertans
  • a comprehensive approach to managing emergencies in the province through the Alberta Emergency Management Agency
  • management of about 2.6 million acres of public land in the provinces three Special Areas
  • independent review and decisions on local matters by the Land and Property Rights Tribunal
RoleAre you a person who is creative, curious, and analytical; has an agile mindset; and works well in teams with diverse skillsets Are you proficient in legislative planning Or, are you adept at policy development and data analysis If so, we have an opportunity for you.There are up to four positions available in the Assessment and Property Tax Policy Branch.Reporting to the Manager of Assessment and Strategic Policy, one of these positions will focus on legislative planning; and the other position will focus on strategic policy advice and development.Reporting to the Manager of Assessment Program Delivery, the other two positions will deliver specialized policy advice, development, and data analysis.As an Advisor, you will engage stakeholders in the development and production of guides, regulations and legislation, and the production of training initiatives and communication documents. These materials are used by Alberta municipalities in the valuation of property for municipal assessment and tax purposes, and the Provincial Assessor in the preparation of designated industrial property assessments. In addition, the Advisor provides support to other divisions of Municipal Affairs, and other departments across government, on policy initiatives involving assessment and property tax policy.As an Advisor you will:
  • Research and analyze, advise, and coordinate information related to legislative processes and matters moving through the government decision process.
  • Lead work on Ministerial Orders, Orders-in-Council, and delegations of authority.
  • Communicate and engage the public, assessment professionals, industry professionals, non-profit organizations, and municipal officials.
  • Research analyze, and report on the assessment and property tax system, including assessment and tax policies in other jurisdictions, recent tribunal and court decisions, and providing related support and information to municipalities.
  • Undertake cross-ministry consultation as required to ensure alignment with government priorities and initiatives.
  • Respond to emerging issues and develop programs, policies, and legislative changes to be considered by the Minister of Municipal Affairs.
  • Ensures all information and advice given to assessment stakeholders is consistent, appropriate and conforms to government policy, the Municipal Government Act and related regulations.
QualificationsRequired:
  • University graduation in the following fields (however, not limited to): Business, Public Policy, Political Science, Law, Economics, Engineering, or Science OR
    • Professional Accreditation (which on minimum takes 4 years to complete) through; AMAA (Accredited Municipal Assessor of Alberta), AACI (Accredited Appraiser Institute of Canada) or CAE (Certified Assessment Evaluator)
  • 4 years of progressively responsible related experience.
  • The Legislative Planning position also requires working knowledge of the Government of Alberta’s legislative and regulatory policy development and approval processes.
Desired:
  • Exceptional verbal and written communication skills. Comfortable in providing concise briefings, reports, and presentations to senior management and stakeholder groups, and the ability to draft legislation.
  • Demonstrated ability to research and analyze issues critically when preparing briefing material, and to perform necessary research.
  • Working knowledge of municipal operations, particularly in the area of assessment and taxation.
  • Working knowledge of Alberta’s energy sector related to economics and associated properties (wells, pipelines etc.).
  • Proficient in the use of computer systems with the ability to analyze large amounts of data and transform it into useful information and visualization for decision-making.
  • Project management.
Equivalencies:Equivalencies will be considered. Directly related education or experience considered on the basis of:
  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Salary$2,683.10 to $3,507.06 bi-weekly. ($70,028 - $91,534 / annually)NotesThere are up to 4 permanent full time positions.
