Anti-racism Independent Body Advisory BoardJob Number : 44893MandateThe Anti-Racism Independent Body Advisory Board (Advisory Board) provides advice and recommendations to the City Manager regarding the establishment and function of an independent anti-racism body to oversee anti-racism for Edmontonians, as recommended in the Anti-Racism Strategy Item 6.9 (https://bit.ly/3SUUTRt)The Advisory Board will be comprised of up to fifteen members appointed by the City Manager for the duration of the term, including the Senior Executive Advisor for Anti-racism and Intersectionality and the Senior Executive Advisor for Indigenous Relations.Advisory Board Activities

  • Review the Anti-Racism Strategy and other background information provided by the City Manager to provide context for the work of the Advisory Board.
  • Define the scope of anti-racism work to be performed by the anti-racism body, including any appropriate definitions or parameters
  • Provide the City Manager with updates and status reports on the Advisory Board’s progress towards completing its mandate
  • Prepare a preliminary first-year operational plan for an anti-racism body, including a vision statement, strategic goals, and deliverables which must not include the functions to be performed by the High-Level Anti-racism Organization in City Administration, as set out in the Anti-Racism Strategy
  • Recommend a legal structure most appropriate for the intended function of the anti-racism body, considering regulations under the Companies Act, the Societies Act and the Income Tax Act
  • Prepare draft incorporation documents for the anti-racism body as appropriate for the recommended legal structure
  • Develop a budget to establish the anti-racism body, including incorporation and other start-up costs, and recommend a funding source
  • Develop a preliminary three-year operating budget for the anti-racism body, including recommended funding sources
  • Develop a recommended staffing model for the anti-racism body
  • Conduct public engagement in alignment with the Public Engagement Policy, C593A (https://bit.ly/3Ed0PA9) regarding the recommendations proposed by the Board for each of the above items
  • Within one year of its first meeting, the Board must prepare a final report for the City Manager providing recommendations on all items listed above
Qualifications :Advisory Board Members must have experience and/or training in one or more of the following areas:
  • Anti-racism advocacy and leadership - lived experience and/or deep knowledge of equity, diversity, and inclusion best practices and research
  • Corporate Governance - knowledge and/or experience in governance and municipal or board operations responsible for a large organization
  • Establishing and operating non-profit organizations - leadership within non-profit, community led organizations and/or experience working with community organizations, non-profit organizations or other community groups
  • Financial management - understanding and experience with operational budgets, corporate financial systems and understanding/experience of the fiscal responsibilities of charitable, non-profit organizations in order to provide recommendations on legal structures and incorporation documents
  • Government Relations - leadership and/or experience within a Government or related setting
  • Knowledge or training and/or education in either Social Sciences, Human Services, Gender Studies, Political Science, Public Administration, Economics, or Business, Human Resources, Labour Relations, or other related disciplines. Equivalent combinations of education and experience will be considered
  • Experience in other fields will be considered, should the Selection Panel deem it relevant
The following skills and experience are assets:
  • Lived experience and/or knowledge of equity, diversity, inclusion and anti-racism best practices and research
  • Direct experience developing equity action plans and/or recommendations for organizations
  • Direct experience in developing and implementing anti-racist practices within organizations
  • Experience applying an intersectional approach in workplace initiatives and operations of large organizations
  • Experience with policy development and review
  • Ability to review and identify opportunities for financial and operational effectiveness within organizations
  • Demonstrated ability to work collaboratively and engage with stakeholder groups
  • Research, analysis, writing skills and experience preparing reports
  • Experience in strategic, foresight, and business planning, and consulting and advising
  • Experience in organization design and workforce services within the Human Resources profession in order to build organizational capacity through effective workforce and talent planning
  • Experience in evaluating governance processes and controls
  • Previous experience sitting on a board, task force, or committee
Honoraria and ExpensesMembers will receive the following remuneration. It is currently estimated that there will be one meeting every 3 weeks with additional meetings called by the Chair as required. Meetings will take place at the best time for the collective of members and may alternate between mornings/afternoons and evenings.Position: Chair*
  • Meetings 5 hours or less: $125
  • Meetings over 5 hours: $250
  • includes the Vice-Chair when they are performing the responsibilities of the Chair
Position: Member
  • Meetings 5 hours or less: $100
  • Meetings over 5 hours: $200
Members will also be compensated for out-of-pocket receipted expenses, such as parking, bus fare, and taxis/ride-shares. Mileage is not paid for attendance at meetings.Members who require child care in order to attend a meeting, either virtually or in person, may be reimbursed for child care expenses for the duration of the meeting with submission of a receipt for the reasonable cost of care. One hour of travel to the meeting and one hour to return home may also be reimbursed if the member attended the meeting in person.Members who require elder care and/or special needs care for dependents while they attend meetings will be reimbursed with submission of a receipt for the reasonable cost of care. One hour of travel to the meeting and one hour to return home may also be reimbursed if the member attended the meeting in personAppointment TermThe Advisory Board will be temporary in nature, and will hold its first meeting within two weeks of all members being appointed. It will terminate once the final report is delivered to the City Manager, which must be within one year of the first meeting of the Advisory Board members.At the first meeting, the members of the Anti-Racism Independent Body Advisory Board will select a Chair and Vice-Chair. The Chair will be responsible for setting the agenda and managing meetings of the Advisory Board, as well as monitoring the completion of its mandate. The Chair will also serve as the primary contact between City Administration and the Advisory Board.After termination, the City Manager may, at their discretion, invite the Advisory Board or individual members, to participate in further discussions or to answer questions regarding the Advisory Board’s report, but doing so will not extend or reactivate the term of the Board.If a member resigns prior to end of the term, or if a vacancy otherwise occurs, the City Manager may, at their discretion, appoint a replacement member or direct that the remaining members will complete the work of the Advisory Board.To ApplyApplicants will be asked to do the following in complete confidence:
