The work of this department concentrates on policy and planning, regulatory approvals, climate action and economic development for the development needs of today and the future. Reporting to the Deputy City Manager, Urban Planning and Economy, the Branch Manager, Development Services stewards strategic growth and private sector investment through core services: zoning, subdivision, servicing agreements, permitting, licensing, inspections and compliance. Responsibilities include leading employees in the following sections: Planning Coordination, Subdivisionamp; Development Coordination, Development Approvalsamp; Inspections, Safety Codes Permitsamp; Inspections and Zoning Bylaw. As a member of the department’s senior management team, this position contributes to decisions impacting program, policy and operational matters. The Branch Manager, Development Services inspires change and leads both process and cultural enhancements to deliver excellent services to our customers. Goals and deliverables:Lead employee development, coaching and engagement, performance evaluation and feedback, health and wellness, safety, conflict resolution, staff recruitment and succession planning Oversee and guide excellence in professional operations and service delivery of core services: zoning, subdivision, servicing agreements, permitting, licencing, inspections and compliance Develop and nurture relationships with city building partners - evolve the way we work together, both internally and externally to reduce red tape, address challenges and support economic development Work closely with City Council, the Executive Leadership Team, Department Management Teams, and business partners to provide strategic advice, leadership, and analysis to ensure informed decision making with respect to the development and execution of the City’s strategic and business plans Lead the development of efficient and effective service delivery design, including innovation, customer experience and continuous improvement Steward assets responsibly, allocating resources where they will create the most impact, based on aligned strategic direction, service levels, budget and performance managementQualifications:Knowledge, training and/or education in Planning, Engineering, Architecture or a related field (a Masters Degree is considered an asset) Additional certification and/or training in public administration, project management, change management, leadership or related areas is considered an asset Experience providing strategic leadership in large diverse organizations Excellent people leadership skills and experience to lead and manage change, empower teams, build organizational talent and capacity and demonstrate accountability and performance management Excellent communication skills, capable of presenting complex ideas to diverse audiences and building positive relationships Knowledge of the Alberta Building Code, Municipal Government Act, Safety Codes Act and the Edmonton Zoning Bylaw are considered assets A strong background in continuous improvement, change management and/or project management Demonstrated commitment to service excellence, diversity and inclusivenessWhat does success look likeDeliver service excellence, embracing diversity and promoting inclusiveness Build a respectful workplace culture through a values-based influencer approach and working collaboratively Navigate complex municipal subject matter and building influential relationships with City Council, external stakeholders, orders of government, community organizations, and internal departments and branches Communicate with strong political acumen, strategic planning, issue resolution and decision-making skills Present complex ideas to diverse audiences, build positive relationships and establish clear expectations Demonstrate alignment with the Cultural Commitments of Safe, Helpful, Accountable, Integrated and Excellent, fostering an environment for others to do the same.
