Job Description

Contract Administrator up to 6 monthsJob Number : 45100Reporting to the Supervisor of Business Operations within Client and Vendor Services, this position will provide oversight and process monitoring for over 350 contracts in Fleet & Facility Services, and work closely with a variety of branch level, corporate, and external stakeholders.The Contract Administrator will anticipate, assess, and advise the operational areas of upcoming contract expiries, renewals, or funding issues, and utilize the contract management software to track and maintain data, monitor dashboards, and ensure compliance for contract and warranty activities.With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:Contract Management and Monitoring:

  • Act as the first point of contact for all branch contract support activities
  • Manage external contractors and contracts including defaults, time frame and expiries
  • Liaise with operational areas and external contractors to supervise performance and administer various services contracts
  • Document and resolve minor disputes and problems associated with contracted services; escalate major disputes as stipulated in the conditions of each contract
  • Monitor and document contractor and financial performance (KPI’s, spend, billing, quality of work)
  • Perform Goods Receipt activities in the SAP system
  • Manage and monitor the vendor portal on the Fleet and Facility Services and departmental Google sites
Contract Creation and Tendering:
  • Coordinate, create and assemble tender documents and specifications
  • Develop, review, monitor and update specifications associated with various contracts with direction from operational areas, law, CPSS and supervisor
  • Assist in the evaluation of bids and provide recommendations on awarding the contracts
  • Develop training programs and communications on contract processes and practices.
  • Develop branch-wide policies, procedures and standard forms
Qualifications :
  • Completion of the 12 school grade supplemented by a relevant certificate related to contract procurement
  • A minimum of 3 years’ administrative experience in a related contract management field
  • Experience in the procedures for tendering, receiving and awarding bids on contracts
  • Strong understanding of financial processes and budget implications related to contract management
  • Proven ability to write contract specifications, conditions, and expectations
  • Knowledge of technical, mechanical and operational requirements related to diversified vehicles, equipment, building systems and services
  • Ability to communicate effectively, both verbally and in writing
  • Strong organizational skills for directing, coordinating, prioritizing, and administering various contracts
  • Ability to negotiate and build consensus with a variety of civic and business personnel and contractors to the City of Edmonton
  • Formal training in project management considered an asset
  • Demonstrated ability to adapt to a variety of software applications; experience in SAP and Asset-works M5 preferred
  • Expert level skills in the use of Google and Microsoft word processing and spreadsheet applications
  • Knowledge of applicable legislation and/or City policies related to contract management
  • Valid Alberta Class 5 Driver’s License
