Driving a coordinated and integrated approach to workforce development processes, ensuring effective alignment with operational and strategic level priorities and best practices.Providing strategic advisory services to senior leaders and department clients, ensuring a consistent interpretation and application of workforce policies, directives and guidelines impacting staffing, classification, compensation and group benefits for all APS employees. Focuses on longer-term vision and issues impacting the APS workforce through strategic foresight, environmental scanning and stakeholder engagement.Role ResponsibilitiesThis position requires you to lead and facilitate strategic, comprehensive policy advice and analysis, effective coordination and secretariat support to the Deputy Minister Human Resources Integration Committee (DMHRIC). DMHRIC decisions result in significant shifts to government wide workforce policies resulting in substantial impacts to the APS #39; size, reorganizations, management ratios, workforce planning and day to day operations of the HR system.Lead PSC #39;s strategic policy coordination function.Provide support and advice to coordinate the PSC #39;s legislative and strategic policy agenda.Integrate strategic policy initiatives, foster synergies and linkages and applies an informed strategic policy lens and political acumen to workforce planning, policy and government wide policy direction. Incubate and develop planning and policy approaches to address emergent and complicated challenges in the HR function.Lead the departments intergovernmental function to support and leverage and develop collaborative approaches and expand multilateral and bilateral partnerships with federal, provincial and territorial counterparts. Support the Public Service Commissioner and Deputy Minister Executive Council at FPT Public Service Commission intergovernmental forums.Serve as a departmental authority on strategic human resources and workforce policy, legislation, regulations, guidelines, standards and directives and play a leadership role to influence the evolution of a client-centred centralized human resources function. Provide leadership, strategic planning, advice, support, direction and consultation to GoA staff on strategic HR planning and policy.Actively lead and foster future organizational capacity by mentoring and developing existing staff and employing succession management strategies.Lead and direct a high-performing, motivated and multi-disciplinary team of policy professionals in prioritisation, development, implementation and review of a program of policy development activities and initiatives to effectively deliver Government #39;s strategic policy direction.QualificationsThe skills required for this position would be obtained from a relevant university or master #39;s degree, or equivalent level of education, in economics, public policy or business administration, political studies or a related discipline, and significant senior leadership experience in public policy and/or program management including government legislative and regulatory processes and protocols, supplemented by three years related experience; or equivalent as described.Related experience or education may be considered as an equivalency on a one for one basis.Asset:Extensive understanding and knowledge of current public policy issues, planning principles, and government decision-making processes within a provincial government context.Extensive experience providing advice, guidance, and strategic analysis to senior government officials and Minister level individuals.APS CompetenciesCompetencies are behaviors that are essential to reach our goals in serving Albertans.
