Job InformationJob Requisition ID: 34497Ministry: Seniors, Community & Social ServicesLocation: EdmontonFull or Part-Time: Full TimeHours of Work: 36.25 hours per weekRegular/Temporary: PermanentScope: Open CompetitionClosing Date: November 22, 2022Classification: Program Services 3About UsThe Department of Seniors, Community and Social Services (SCSS) leads seniors, income, employment, disabilities and community-based supports, family violence prevention, and family & community support services.Forming part of the Appeals Administration and Accountability (AAA) branch in the Strategic Services division, the Quality Assurance and Accountability (QAA) unit is responsible for establishing strategic direction, assessing and improving organizational performance, and assuring the public accountability of SCSS. The QAA units core functions including Quality Assurance (QA), Performance Management (PM) and Strategic Evaluation (SE) are integrated into a comprehensive performance and accountability `system that supports the identification and monitoring of organizational priorities and the ongoing measurement, monitoring, evaluation, and improvement of the services that CSS provides to Albertans.To find out more about our work visit:RoleReporting to the Manager, Quality Assurance, the Performance Management Analyst (the Analyst) has a key role in the ongoing development, implementation, monitoring and maintenance of the SCSS Performance Management Framework (PMF), Performance Management Approaches for Programs and Services (PMAPS) and other accountability frameworks. The SCSS –PMF provides the ministry a structure for collecting, managing, and using outcomes information to inform strategic planning, business intelligence, decision-making, resource allocation, quality assurance, evaluation, and continuous improvement. It is operationalized at the program and service level through the development and implementation of accountability frameworks and PMAPS, including the following accountability deliverables to ensure there is a consistent approach to performance management: logic models, performance measures, plans for continuous improvement, and evaluation needs identified.You will ensure senior Ministry officials, service delivery partners, and other internal and external stakeholders have access to an integrated performance measurement approach or system that provides a comprehensive view of how their business and the Ministry are functioning by:

  • Performing accountability-focused analyses through research and partner engagement to develop and implement performance management frameworks, performance measures/indicators and quality assurance practices and tools (e.g. surveys, service standards, etc.) for SCSS priorities, policies, programs and services;
  • Implementing and monitoring the day-to-day activities and deliverables associated with the PMF, PMAPS and other performance management/accountability-related frameworks;
  • Developing, monitoring, and maintaining implementation, operational and communication plans, strategies, updates and reports associated with the PMF and other frameworks, as well as providing support for data visualization and reporting;
  • Supporting the development, analysis, evaluation and ongoing refinement of measures and indicators for the CSS business plan, the PMF, PMAPS and other accountability frameworks;
  • Providing briefings, plans and recommendations relating to the PMF, PMAPs and other performance management/accountability-related frameworks;
  • Supporting continuous improvement process and ensures findings and recommendations are shared and mobilized across the ministry and used for strategic planning and decision-making, quality assurance, and evaluation;
  • Supporting and designing capacity-building and change management activities throughout the ministry related to performance management and accountability.
Additional key responsibilities:
  • Collaborate with branch and division managers and other staff on operational priorities to coordinate outcome measures information;
  • Develop and administer contracts;
  • Provide expertise, consultation, and support to facilitate the work of other branch functions (e.g., Strategic Evaluation, Continuous Improvement, Appeals Advisory, and Provincial Training).
QualificationsRequirements:University graduation in Social Sciences, Economics, Statistics, Mathematics, Business Administration, public administration or in related field plus 2 years related experience.Equivalency: Directly related education or experience considered on the basis of:
  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.
Assets:
  • Project management certification
  • Contract management experience
  • Experience building dashboards (e.g. PowerBI)
  • Experience with statistical software (e.g. SPSS, SAS)
  • Knowledge of quantitative measurement techniques
