Job Description

Purchasing Analyst 1 permanent & 1 temporary (up to 11 months)Job Number : 43855Are you interested in taking your Purchasing career to the next level Do you pride yourself on your agility and ability to perform your work with a high degree of accuracy Is giving excellent customer service second nature to you If this sounds like you then Corporate Procurement and Supply Services would love to hear from you.We are seeking a Purchasing Analyst who can exercise judgment, diplomacy and confidentiality with respect to procurement processes ensuring integrity and best value for the City.Your success will be measured by achieving results in a respectful, inclusive and service-minded way. With a focus on the City of Edmonton’s Cultural Commitments of Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Create and review purchase orders and related changes for completeness, accuracy and compliance
  • Contact suppliers to expedite PO’s or resolve discrepancies
  • Complete market research and internal analysis to support understanding of industry trends and best purchasing practices
  • Work with business areas to compose and prepare various procurement documents
  • Review specifications/scope of work and recommend improvement or assist business areas in further development or improvement
  • Assist with facilitation and evaluation meetings, invitational and non-competitive procurements
  • Ensure procurement files (paper and electronic) are complete
  • Extract and analyze meaningful data from various sources including SAP Ariba, SAP ECC and other sources to improve KPIs, ensure compliance activities and quality checks of purchasing activities
  • Develop and contribute to reports for different levels of leadership and stakeholders with relevant and appropriate information
  • Submit recommendations, reports, and supporting documentation to the Manager for review
  • Review and ensure accuracy of evaluation spreadsheets and award recommendations
  • Create and generate ad hoc reports for expiring agreements, spend analysis and supplier activity
  • Perform other duties as required
Qualifications :
  • One of the following:
    • High School Diploma or GED and Supply Management Training (SMT) Diploma from the Supply Chain Management Association (SCMA or equivalent) and a minimum of four (4) years related procurement, contract management, and/or supply chain management experience
    • A minimum completion of level 2 towards the SCMP designation from the SCMA or two-year post-secondary diploma (or higher) in public administration, public policy, supply chain, business, procurement, or related field AND a minimum of four (4) years’ directly related work experience performing a procurement/contract management/supply chain role
    • High School Diploma AND a minimum of six (6) years’ directly related work experience performing a procurement/contract management/supply chain role
  • Proficient knowledge and understanding of procurement practices, policies, procedures, procurement competitive bidding and contract laws, trade agreements and various procurement strategies/ approaches
  • Ability to identify risks and mitigate strategies in procurement and contract management processes
  • Excellent working knowledge of RFx methods and approaches
  • Commodity knowledge and expertise
  • Ability to determine procurement strategies which are appropriate to requirements and conflicting priorities
  • Demonstrated analytical, critical thinking, decision making, problem solving, research and reporting skills
  • Ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism
  • Highly independent; ability to take initiative and be resourceful while working in a team environment is required
  • Ability to develop and maintain effective and professional working relationships with colleagues, business areas and suppliers
  • Excellent computer skills; ability to learn, utilize, and update various databases, programs and ERP systems such as SAP and knowledge of MS Office (word, excel) and Google Mail and applications
